DON Standard BCA Template Updated

An update to the Department of the Navy Standard Business Case Analysis Template, as well as a new user guide, is now available on the DON Chief Information Officer website.

On June 30, 2011, the DON CIO signed the memo: "Required Use of Department of the Navy Enterprise Information Technology Standard Business Case Analysis Template" mandating the use of the DON Standard Business Case Analysis Template for all information-related initiatives and projects requiring DON, Functional Area Manager, or Echelon II enterprise-level board consideration.

Additionally, use of the BCA template by other DON decision authorities such as commanders, command information officers, portfolio and investment managers, resource sponsors, and acquisition executives, is strongly recommended for all IT investments and is required for IT investments of more than $1 million.

In December 2010, the Under Secretary of the Navy tasked the DON CIO to improve the efficiency of the Department's IT and cyberspace-related procurement and business processes. All proposed changes must be based on solid business case analyses. Decision authorities are expected to enforce this requirement.

The updated template includes detailed instructions and sample formats for presenting and comparing benefit and risk data. Additional information regarding the use of the template is provided in the DON Standard BCA Template User Guidance.
