DON Cybersecurity Instruction Updated

The Secretary of the Navy has signed an updated Department of the Navy Cybersecurity Instruction, SECNAVINST 5239.3C, dated May 2, 2016. It defines high level roles and responsibilities, policy, and direction to implement effective cybersecurity in the DON. Changes include renaming the DON Information Assurance Program to the DON Cybersecurity Program, requiring a DON Insider Threat initiative, and implementing the Risk Management Framework for Department of Defense information technology.

This instruction also includes new DoD terminology and policy, identifies DON manuals for specific guidance, and provides direction to operational organizations to implement appropriate cybersecurity and ensure timely reporting to the DON.
