October is Children’s Health Month. In 1992, the American Academy of Pediatrics established October as Child Health Month in order to focus national attention on children’s health issues. This month and throughout the year, EPA works with parents, teachers, health providers and other partners to promote healthy environments where children live, learn and play.

Only through partnerships and collaboration can we make a difference and leverage the needed resources and support to guard all children against environmental health threats.

Jennifer Lowry, MDPediatricians love children. We love helping children become the best people they can be. We love doing what is needed to make the world a better place for children to be healthy.

What pediatricians don’t love is being caught unaware of the latest blog, internet chat, or media storm regarding environmental health issues. Media and other news outlets often inform parents of possible environmental exposures that can cause harm to children.

Unfortunately, not all of the information is true, which causes undo concern for parents and confusion to pediatricians who are asked about these effects.

A World of Stuff

What is a pediatrician or family to do? It is important to realize we are surrounded by stuff. We, or the people who have come before us, have made choices that puts stuff in our world that is supposed to make things “better” or “easier.” Unfortunately, not all of the stuff we encounter fits both descriptions.

Cell phones, plastics, better beef, lead in paint, and synthetic athletic fields are just a few examples that may make life easier, but might not (or definitely not in some cases) make life better. But today, everywhere you turn, someone is saying our children’s lives are being damaged by the chemicals we have in the environment. Is this true?

A Matter of the Dose

As a toxicologist, I have been taught “Everything is a poison. It is just a matter of the dose.” Paracelsus was a Swiss-German Renaissance physician, botanist, alchemist, astrologer and general occultist. Born in 1493, he founded the discipline of toxicology. Paracelsus rejected the medical conditions of the time, and pioneered the use of chemicals and minerals in medicine. He is credited with the phrase “the dose makes the poison,” but is also known to have said: If given in small doses, “what makes a man ill also cures him.” Thus, he realized medicines can be beneficial at low doses, but cause harm at higher doses.

But what about chemicals and metals, both synthetic and natural? What about plants? Is it true there is no harm at low levels? Well, it depends. Medications used to treat illnesses are rigorously tested for safety and efficacy. Chemicals used in the environment are not. Alternative medications (dietary supplements) are not.

We know some medications have benefits at very low doses (micrograms), but can cause toxicity at the milligram dose (or 1,000 times the microgram dose). Some medications have no efficacy at the milligram dose and require much higher doses (grams or 1000 times the milligram dose) to have effect.

Why would we expect plants, supplements, chemicals or metals to be any different? Each chemical is different and has a different profile for efficacy and toxicity. Some chemicals (botulinum toxin, for example) are toxic at even lower doses. Unfortunately, we are finding out doses that were presumed safe were really not safe to begin with.

At one time, we erroneously thought because arsenic was “natural,” it could be placed in soil as a pesticide. However, arsenic is relatively immobile so anything that grows where it was placed (such as rice fields) can incorporate it into the food. Thus, higher levels of arsenic are found in foods grown where arsenic was used.

The same is true about lead. Pediatricians know that children are not little adults. But the level associated with toxicity in adults was applied to children early in the 1900s. However, it was soon realized children were more vulnerable and action was required at lower levels. Lead has not become more toxic over time. Our recognition of the toxicity of lead has changed for us to realize that even low levels of blood lead may result in harm.

So What Do We Do?

Can a 6-month-old child eat rice cereal? YES. Should they only eat rice cereal? NO. Does it have to be the first cereal they eat? NO. Can my teenager have a cell phone? YES. Should they be on it all the time? NO. Should they carry it in their pants or in their bra? NO. Should an infant or toddler play with a cell phone or tablet as their entertainment? NO.

How do you discover these answers? Great resources are available to help you sort this out:

  • Pediatric Environmental Health Specialty Units (PEHSUs) – Staffed by health care professionals who are experts in pediatric environmental health, they can help to best inform health care providers and the public on how to keep children safe from environmental toxins.
  • American Academy of Pediatrics – Through the Council on Environmental Health, health care professionals can learn about the latest science on pediatric environmental health and how to incorporate this knowledge into their practice. This website is a great resource for families to find out what experts in children advise.
  • Poison Control Centers – Staffed by health care professionals, they are best able to help you with acute exposures. Some PEHSUs collaborate with poison control centers. Call 1-800-222-1222.

Lastly, be smart. Do you really need that stuff? Do you really need to throw it away? Reduce, reuse and recycle. It is easy to blame others before us for where we are now. But who will our children blame with what we leave them?

Celebrating an Amazing Year of Safer Choice

Tipping points are hard to predict. You might make an observation and see some trend data, but saying when they’ll happen is tough, and may come down to something you feel in your gut. Well, my gut, informed by some promising signs, tells me that Safer Choice—EPA’s label for safer chemical-based products—may be reaching a consumer-awareness tipping point.

Products with the Safer Choice label began appearing on store shelves this spring. We hit the ground running to educate consumers and commercial buyers on the label with outreach campaigns focusing on spring cleaning and back-to-school. I’m proud to say that we’re beginning to see our efforts pay off. A survey found that one-third of consumers said they had seen the Safer Choice label on store shelves. Even more noteworthy, 76% of consumers in general—83% of parents and 86% of millennials—said they would like to use a mark such as the Safer Choice label to inform their purchasing decisions.

And not surprisingly, with consumer awareness and demand up, more manufacturers want to have their products certified to carry the label.  Applications for partnership are up sharply over last year. To help manufacturers meet the demand for safer products, we continuously evaluate and identify new chemicals that meet our strict criteria and add them to our Safer Chemical Ingredients List. We added 100 chemicals this year alone, bringing the total to more than 820. The result is a vibrant Safer Choice community with scores of newly qualified or requalified chemicals and products.

This progress is very promising, and I feel like we’re close to the tipping point. To get there, we need everyone’s help to spread the word and build on our momentum. As awareness of and demand for the Safer Choice label grows, so does the program’s ability to drive innovation in chemical safety and availability of safer products.

To all of the manufacturers, retailers, and NGOs out there – you can be part of ongoing efforts to shape and enhance the program by participating in the second Safer Choice Summit this November in DC. If you’re a formulator who’s worked hard to make a product with safer ingredients, shout it out with the Safer Choice label. And if you’re a concerned consumer, help us tip the scales for Safer Choice by letting the label be your guide to safer products.

A marketplace with safer chemicals and safer products carrying the Safer Choice label—now that’s something we can all celebrate.

TSCA Reform: A Bipartisan Milestone to Protect Our Health from Dangerous Chemicals

President Obama just signed a bipartisan bill to reform the Toxic Substances Control Act (TSCA), the first major update to an environmental statute in 20 years. That’s great news for the environment and for the health of all Americans.

TSCA was first passed in 1976 to help keep dangerous chemicals off the market and avoid making people sick. Back then, health experts already knew that certain chemicals could cause very serious health impacts, including cancer, birth defects, and reproductive harm.

While the intent of the original TSCA law was spot-on, it fell far short of giving EPA the authority we needed to get the job done.

It became clear that without major changes to the law, EPA couldn’t take the actions necessary to protect people from toxic chemicals. Diverse stakeholders, including industry, retailers, and public health and environmental experts, recognized these deficiencies and began to demand major reforms to the law.

Today, in a culmination of years of effort from both sides of the aisle, President Obama signed a bill that achieves those reforms.

The updated law gives EPA the authorities we need to protect American families from the health effects of dangerous chemicals. I welcome this bipartisan bill as a major step forward to protect Americans’ health. And at EPA, we’re excited to get to work putting it into action.

The Frank R. Lautenberg Chemical Safety for the 21st Century Act (H.R. 2576) was made possible by years of hard work by both Democrats and Republicans in the House and the Senate, as well as EPA staff who have provided significant technical assistance. I applaud everyone who stepped up and made it happen. It’s historic, and it’ll make Americans’ lives better.

TSCA was intended to be one of our nation’s foundational environmental laws. In terms of its potential for positive impact, it should have ranked right alongside the Clean Water Act and the Clean Air Act, which, since the 70’s, have dramatically improved water quality and helped clean up 70 percent of our nation’s air pollution. But it hasn’t.

Forty years after TSCA was enacted, there are still tens of thousands of chemicals on the market that have never been evaluated for safety, because TSCA didn’t require it. And the original law set analytical requirements that were nearly impossible to meet, leaving EPA’s hands tied – even when the science demanded action on certain chemicals.

The dangers of inaction were never more stark than in the case of asbestos, a chemical known to cause cancer through decades of research.

During the first Bush Administration, EPA tried to ban asbestos under TSCA, but the rule was overturned in court. In the law’s 40-year history, only a handful of the tens of thousands of chemicals on the market when the law passed have ever been reviewed for health impacts, and only 5 have ever been banned.

Because EPA was not empowered to act on dangerous chemicals, American families were left vulnerable to serious health impacts. At the same time, some states tried to fill the gap to protect their citizens’ health—but state-by-state rules are no substitute for a strong national program that protects all Americans. Chemical manufacturers, consumer retailers, and others in industry agreed: reform was sorely needed.

As with any major policy reform, this one includes compromises. But the new bipartisan bill is a win for the American people—because it’s a victory for EPA’s mission to protect public health and the environment.

Here are a few highlights:

  • The new law requires EPA to evaluate existing chemicals, with clear and enforceable deadlines. Under the old law, the tens of thousands of chemicals already in existence in 1976 were considered in compliance, without any requirement or schedule for EPA to review them for safety. EPA is now required to systematically prioritize and evaluate chemicals on a specific and enforceable schedule. Within a few years, EPA’s chemicals program will have to assess at least 20 chemicals at a time, beginning another chemical review as soon as one is completed.
  • Under the new law, EPA will evaluate chemicals purely on the basis of the health risks they pose. The old law was so burdensome that it prevented EPA from taking action to protect public health and the environment–even when a chemical posed a known health threat. Now, EPA will have evaluate a chemical’s safety purely based on the health risks it poses—including to vulnerable groups like children and the elderly, and to workers who use chemicals daily as part of their jobs—and then take steps to eliminate any unreasonable risks we find.
  • The new law provides a consistent source of funding for EPA to carry out its new responsibilities. EPA will now be able to collect up to $25 million a year in user fees from chemical manufacturers and processers, supplemented by Congressional budgeting, to pay for these improvements.

Bottom line: this law is a huge win for public health, and EPA is eager to get to work.

EPA Continues Support for Local Preparedness/Prevention Activities

In 2014, after several catastrophic chemical facility incidents, I represented EPA as a Tri-Chair for the creation of The Report for the President, Actions to Improve Chemical Facility Safety and Security – A Shared Commitment, to recognize the central role of local community preparedness to advance safety of chemical plants. Local communities – working through Local Emergency Planning Committees (LEPCs) and State Emergency Response Commissions (SERCs) – are the lynchpin to advancing safety of chemical plants, as well as other hazards such as the transport of chemicals and oil by rail. Under the Emergency Planning and Community Right-to-know Act (EPCRA), these local and state organizations receive information from more than 400,000 chemical plants about the volumes and hazards of chemicals. (This contrasts with the 12,500 chemical plants that we have direct oversight through the Risk Management Planning Program.) They then have the responsibility to analyze the information and develop plans for the safety of their communities from chemical plant accidents, working with local community members and organizations, as well as representatives from the chemical plants.

Enhancing Local Planning under EPCRA

To strengthen local planning efforts, we released a new guide for LEPCs that encourages collaboration through outreach to facilities, illustrating the importance of public safety and the need to comply with EPCRA, as well as steps that can be taken to prevent chemical accidents. This guide discusses the requirements of the EPCRA, roles and responsibilities of the various partners involved in local preparedness efforts, how to develop an emergency response plan, tools for planning and response, and how to enhance community engagement and public access to information. LEPCs and Tribal Emergency Planning Committees (TEPCs) play a key role in meeting the goals of EPCRA.

Public Engagement

We also recognize that members of the public have a role to play in assisting the LEPC or TEPC to understand the unique needs of the community regarding communication about the chemical risks and emergency response procedures. For example, individuals with special medical needs, such as the elderly, disabled/handicapped, children, and those with transportation challenges. Tailoring outreach to meet the specific considerations of the local community enables effective participation in the planning process and an efficient response to ensure safety of the public.

LEPCs and TEPCs notify the public of their activities and hold public meetings to discuss the emergency plan with the community, educate the public about chemical risks, and share information on what is to be done during an emergency (i.e., evacuation or shelter-in-place). LEPCs and TEPCs ensure procedures are in place for notifying the public when a chemical accident occurs (via reverse 911 or other system) and that the public understands what to do when they receive that information.
We’re also working with industry associations to develop and distribute similar communications to plant managers and process safety officials to clarify their role and responsibilities in engaging LEPCs and communities in emergency preparedness and response planning efforts. Efforts focusing on community involvement, evacuation and shelter-in-place planning, environmental justice issues, and vulnerable populations are critical to enhancing chemical facility safety, for both employees and the surrounding communities. It takes engagement from all partners to make an impactful change and increase chemical facility safety for those working in and living around hundreds of thousands of chemical plants around the nation.

While we are aware of extensive engagement in communities throughout the nation to collectively address the issues mentioned above, we recognize that there are communities where industry, government, and community partners would benefit from support from the EPA in strengthening their local efforts. I understand this importance and encourage communities to utilize existing tools and resources to work together to achieve local goals.

Tools and Resources

To assist state, tribal, and local agencies in collecting, managing, and using this information, we worked with National Oceanic and Atmospheric Administration (NOAA) to create the Computer-Aided Management of Emergency Operations (CAMEO). CAMEO (http://www2.epa.gov/cameo) is a system of software applications used to plan for and respond to chemical emergencies. CAMEO assists chemical emergency planners and responders to access, store, and evaluate information critical for developing emergency plans. CAMEO is updated frequently to address needs raised by users throughout the nation. The most recent upgrades will help support local communities and first responders in their planning efforts.

Together, we can work to continue to strengthen the preparedness and prevention efforts in our communities. We are committed to continuing our support to all of you working every day to protect human health and the environment.

Chemical Facility Safety is a Shared Commitment

Recently I attended meetings in Austin, TX organized by the Center for Chemical Process Safety (CCPS). CCPS is part of the not-for-profit American Institute of Chemical Engineers that was formed 30 years ago in the wake of the Bhopal, India chemical release tragedy, to eliminate chemical facility major process safety incidents.

During the first session, I was asked about collaborative opportunities between EPA and CCPS to advance CCPS’s Vision 20/20. Vision 20/20 looks into the not-too-distant future to describe how the right process safety can be delivered when it is collectively and strongly supported by industry, regulators, academia, and the community worldwide. I identified a number of areas where EPA can collaborate with stakeholders to reduce chemical facility releases and deliver Vision 20/20. For example, Vision 20/20 calls for a range of stakeholders to work together “to effectively remove barriers to reporting of incidents, develop reporting databases, and promote mutual understanding of risks and effective process safety systems.” EPA strongly supports this concept and made it a core recommendation in the report for the president, Actions to Improve Chemical Facility Safety and Security – A Shared Commitment. This federal interagency working group report resulted from President Obama’s Executive Order 13650,Improving Chemical Facility Safety and Security.

There is a tremendous nexus between Vision 20/20 and the report for the president. The federal working group identified the shared commitment for safety between companies, local preparedness officials, responders, federal government and state government that requires engaging through mutual sharing of information and mutual understanding of risks. This relates to another important element of Vision 20/20: Enhanced Stakeholder Knowledge, which “allows the public to effectively challenge industry to prevent process safety incidents.” I believe that EPA can be a tremendous partner to CCPS to advance this goal and simultaneously advance the commitments articulated in the report for the president.

Other areas that I highlighted from CCPS’ Vision 2020 included the need for strenuous verification by independent parties of engineered systems and process safety management to help companies evaluate their process safety programs as a supplement to internal audits. A committed culture includes executive, managers, supervisors and all employees, as well as vibrant management systems that emphasize vulnerability of accidents and enable a consistent adherence to process safety.    As documented in the report for the president, accidents continue to occur that cause death and property damage.  These incidents are infrequent but the consequences are severe to local communities. Vision 20/20’s emphasis on a vibrant management system engrained throughout an organization based on incident vulnerability is welcome and would advance chemical plant safety. One strategy identified in Vision 20/20 is enhanced application and sharing of lessons learned: “to reduce incidents, everyone needs to continually learn”.  I agree that we learn from accidents, near misses, industry benchmarking and success stories.

The collaboration with CCPS to advance the operationalization of Vision 20/20 is precisely the type of actions envisioned by the commitment in the report for the president. The dialogue needs to continue. As duly noted in the title of the report, chemical facility safety and security is a shared commitment. Through the combined efforts of all stakeholders, we can make a positive difference in, near, and around chemical facilities.

EPA: Taking Action on Toxics and Chemical Safety

For all of their beneficial uses, chemicals can also pose potential risks: manufacturing them can create emissions and waste, and exposure to them can impact our health and the environment. One of EPA’s highest priorities is making sure our children, our homes, and our communities are safer from toxic chemicals.

Last October, Administrator McCarthy asked EPA employees to log into GreenSpark, our internal online employee engagement platform, and share stories of the innovative and collaborative work that they are leading to take action on toxics and chemical safety. I’d like to share some of their exciting work with you.

CHEMdna

Developing Innovative Science: EPA’s Office of Research and Development, with support from the Office of Chemical Safety and Pollution Prevention, is working to change the way we evaluate chemical safety to make it quicker and easier to understand the potential toxic effects of chemicals on human health and the environment. Here are a couple of great examples:

We’ve developed the Toxicity Forecaster (ToxCast), which uses automated chemical screening technologies to understand the effects of chemical exposure. ToxCast evaluated more than 2,000 chemicals from a broad range of sources, including potentially “green” chemicals that could be safer alternatives to existing chemicals. Based on this work, the new Interactive Chemical Safety for Sustainability (iCSS) Dashboard provides a user-friendly web-based application that offers product manufacturers, researchers, and others a faster way to evaluate the safety of chemicals. ToxCast data is also being applied in the Endocrine Disruptor Screening Program to target priority chemicals and avoid expensive and time-consuming animal testing methods.

CHEMzebraAnother innovative approach that our Office of Research and Development scientists are developing is a program using zebrafish to rapidly screen standard chemicals and their green alternatives for their ability to affect developing embryos.

CHEMHorizMaking Use of Data: Several EPA programs work daily to make sure the public, communities, regulators and industry have access to data that keeps people safe. EPA’s Office of Environmental Information is working to integrate facilities data relating to chemical plants and their relationship to communities. This work, in collaboration with the Department of Homeland Security, Department of Labor, and other agencies supports Executive Order (EO) 13650: Improving Chemical Facility Safety and Security and helps inform planning and emergency preparedness and response for safer communities.

Providing Technical Assistance: Artisanal and small scale gold mining is the largest man-made source of mercury. Mercury exposure at high levels can harm the brain, heart, kidneys, lungs, and immune system. To reduce airborne mercury emissions from artisanal and small scale gold mining, EPA’s Office of International and Tribal Affairs worked with Argonne National Laboratory to develop a simple mercury capture system (MCS).

Data collected during site visits in the Amazon and high Andes areas of Peru showed that in shops with the installed MCS technology, mercury vapor concentrations were reduced by 80% compared to shops without the technology. We are now working to raise awareness of the mercury capture technology in developing countries through partnerships with key organizations.

CHEMpeoplestandingWorking in Collaborative Partnerships: Working with local partners including the New York State Department of Environmental Conservation (NYSDEC), EPA Region 2 is helping improve chemical management in high school and college laboratories and the adoption of green chemistry practices through hands-on training for high school science teachers and college faculty in New York. More than 200 teachers from 138 school districts and 29 college and university faculty have participated in trainings, and faculty participants have produced ten case studies on implementing green chemistry practices in college and university settings. This is just one example of the work that our Office of Chemical Safety and Pollution Prevention is leading along with our Regional Offices to promote innovations in green chemistry.

For all of their beneficial uses, chemicals can also pose potential risks: manufacturing them can create emissions and waste, and exposure to them can impact our health and the environment. One of EPA’s highest priorities is making sure our children, our homes, and our communities are safer from toxic chemicals.

Last October, Administrator McCarthy asked EPA employees to log into GreenSpark, our internal online employee engagement platform, and share stories of the innovative and collaborative work that they are leading to take action on toxics and chemical safety. I’d like to share some of their exciting work with you.

Developing Innovative Science: EPA’s Office of Research and Development, with support from the Office of Chemical Safety and Pollution Prevention, is working to change the way we evaluate chemical safety to make it quicker and easier to understand the potential toxic effects of chemicals on human health and the environment.

Delivering on the Promise of the Clean Water Act

On January 9th of this year, concerned citizens noticed a chemical odor floating down the Elk River Valley toward Charleston, West Virginia. State inspectors traced the odor to a Freedom Industries facility, where they found a storage tank leaking the chemical MCHM, used in coal processing.

Before the day ended, drinking water supplies for more than 300,000 people were contaminated. Schools closed. Hospitals evacuated patients. And the local economy ground to a halt.

West Virginia led the response to contain the spill within days. EPA provided technical assistance to help clear the water system, helped determine a water quality level that would be protective of public health, conducted air monitoring—and sent a Special Agent from our Criminal Investigation Division to the site. The Special Agent, in coordination with the U.S. Attorney’s office in Charleston and the FBI, conducted more than 100 interviews and launched a joint investigation into the cause of the disaster.

We found a pattern of negligence by the storage tank owners, who were obligated to inspect the tank, fix corrosion, and take action to contain potential spills. Their negligence resulted in one of the nation’s worst environmental disasters in recent memory.

Today, U.S. Attorney Goodwin, along with EPA and FBI officials, announced that four former officers of Freedom Industries have been indicted on Clean Water Act negligent misdemeanor charges, as well as for violating the Refuse Act. Freedom Industries, along with two other individuals, were separately charged with Clean Water Act crimes. The four indicted defendants face multiple years in prison if they are convicted, and the two other individuals each face up to one year.

When Congress enacted the Clean Water Act, it gave states primary authority to implement the laws and protect the environment, including safeguarding drinking water supplies for American communities. EPA works with states to deliver these benefits, including through criminal investigative work that holds serious violators accountable. Our efforts send a clear message to would-be violators that we’re serious about enforcing our laws fairly, leveling the field for companies that play by the rules and follow the law.

The spill occurred in the 40th anniversary year of the Safe Drinking Water Act, which protects drinking water sources and requires that water from our taps be clean. The law has been such a success, and we so often take safe drinking water for granted, that it’s easy to become complacent. But Freedom Industries’ illegal, negligent actions serve as a reminder that we need to vigilantly enforce our laws to protect safe water.

Just last week, the Source Water Collaborative, a group of 25 national organizations united to protect America’s sources of drinking water, launched a call to action—asking utilities, states, federal agencies, and local governments to do more to protect source water, and prevent disasters like the one in Charleston before they happen. EPA provides states with technical and scientific expertise, as we did in the aftermath of the chemical spill in Charleston. We’re also developing tools and resources for prevention, preparedness and response to spills or releases, and sharing them with states so they can meet their legal responsibilities.

Clean, reliable water is precious. It’s what lets our children grow up healthy, keeps our schools and hospitals running, and fuels our economy. Our efforts can’t undo the damage done to public health, the local economy, and the environment in Charleston. But by working together, we can help prevent spills like this one in the future, and protect our children’s health for years to come.

Want Kids to Do Better in School? This Environmental Approach Can Help

Schools are busy places, with bustling schoolyards, kitchens full of lunchboxes and trays, and kids and adults who constantly come and go. These busy environments can sometimes have pest problems that need to be addressed – like flies, spiders, yellow jackets, roaches and ants, for example.

As a parent, I know how important it is to me that my kids and their classmates have a healthy environment to learn, thrive and grow. Unhealthy school environments – including poor air quality — can affect children’s health, attendance, concentration and performance. Pest exposure can also trigger asthma, which can cause kids to miss class and a chance to learn.

Protecting Children’s Health from Lead Poisoning in Paints in the US and Around the World

Pictures of brightly painted playgrounds, schools, and day care centers make for cheerful spaces for smiling, laughing children. However, in many developing countries these colorful paints can actually pose a serious health threat because lead can still legally be used in paints in places where children live and play. Children are uniquely vulnerable to environmental hazards and are particularly susceptible to lead poisoning from lead in paint.

Lead poses serious, lifelong health risks to children. As lead paints deteriorate, it enters the environment and can lead to lead poisoning. Some of the potential effects include sensory, motor, cognitive, and behavioral impacts that can result in lowered intelligence; reading and learning disabilities; impaired hearing, reduced attention span; hyperactivity; delayed puberty; reduced postnatal growth; and anemia.

The economic impact of the loss of IQ due to lead poisoning is significant as well. A recent study in the Environmental Health Perspectives Journal estimated lost economic productivity due to lead poisoning to be “a total cost of $977 billion of international dollars in low- and middle-income countries”. The health, social, and economic impacts of lead poisoning are devastating, but avoiding risk from lead in paint is something that we can easily address.
