This memorandum announces the release of the Department of the Navy Enterprise Architecture (DON EA) v4.0.000, which updates DON EA v3.1.000, released via reference (a). Enclosure (1) summarizes the implemented DON EA changes promulgated in this update. The primary focus of the DON EA is to incorporate architecture artifacts, such as the Enterprise License Agreement (ELA), to "guide DON investment toward achieving stated Departmental goals and objectives."

The assessment of compliance with DON EA for Fiscal Year 2013 (FY13) will begin on 1 October 2012. DON Business Mission Area (BMA) investments will be required to complete their program’s self-assessment with the DON EA and DoD Business Enterprise Architecture (BEA) version 9.0 no later than 1 February 2013. This process change is necessary in order to achieve an efficient and effective DON Defense Business System (DBS) investment review process as a result of the new Fiscal Year 2012 (FY12) National Defense Authorization Act (NDAA). Further details will be provided in the DON EA Process Guidance for Fiscal Year 2013, which will be released at a later date.
