This memorandum designates the Office of the Deputy Under Secretary of the Navy for Policy (DUSN(P)) as the DON office of primary responsibility for Critical Infrastructure Protection (CIP). While no longer the Secretariat lead for CIP, DON CIO will continue to provide cybersecurity support and advice to DUSN(P).

Pursuant to references (a) through (c), I designate the Office of the Deputy Under Secretary of the Navy for Policy (DUSN (P)) as the Department of the Navy (DON) office of primary responsibility (OPR) for Critical Infrastructure Protection (CIP). My objective is to align CIP with Mission Assurance (MA) under a single Secretariat-level office, corresponding to the alignment of CIP and MA within the Department of Defense and Joint Staff to improve the oversight efficiency of the program.

The DON Chief Information Officer (CIO) will therefore no longer serve as the DON Critical Infrastructure Assurance Officer and OPR for CIP. All associated responsibilities, including policy, oversight, and other support as directed by the SECNAVINST 3501.1 series, are assigned to DUSN (P). DON CIO will continue to provide cybersecurity support and advice to DUSN (P) and participate as appropriate in Secretariat-level CIP and Mission Assurance bodies. No personnel or resources will realign from DON CIO to DUSN (P).

I expect all DON employees to do their part to protect and assure the availability of assets and infrastructure that are critical to the planning, mobilization, deployment, execution, and sustainment of DON capabilities, missions, and military operations.
