RDML Fuller is the son of a retired Army Colonel.  He received his commission from the United States Naval Academy in 1987.

His sea duty tours include Damage Control Assistant, Combat Information Center Officer and Assistant Engineering Officer in USS VANDEGRIFT (FFG 48); Chief Engineer in USS KAUFFMAN (FFG 59); Atlantic Fleet Propulsion Examining Board; Flag Secretary for Amphibious Force, SEVENTH Fleet; Executive Officer in USS CURTIS WILBUR (DDG 54); Commanding Officer in USS MASON (DDG 87); Deputy Commander, Destroyer Squadron TWENTY-TWO; Commander, Task Group - Iraqi Maritime; and Commander, Destroyer Squadron TWENTY-TWO.

His shore assignments include Plans & Policy/Community Issues Section Head and Strategy & Alignment Branch Head, Surface Warfare Division; United States Naval Academy 4th Battalion Officer; Military Assistant to the Director, Rapid Fielding in the Office of the Secretary of Defense (AT&L); Special Assistant to the LCS/JHSV Council Chairman, Navy Staff; Operational Definition team lead for the Small Surface Combatant Task Force; and Deputy for LCS, Surface Warfare Division.

He earned a Bachelor of Science degree in Political Science, a Master of Science in Management from the Naval Post Graduate School and a Master of Arts in National Security and Strategic Studies from the College of Naval Command and Staff at the Naval War College.  He was also a Massachusetts Institute of Technology Seminar XXI Fellow.

Personal decorations include the Defense Superior Service Medal, Legion of Merit (two awards), Meritorious Service Medal (four awards), Navy Commendation Medal (five awards), Navy Achievement medal (two awards) and various unit awards.

RDML Fuller assumed duties as Commander, Navy Region Hawaii and Commander, Naval Surface Group, Middle Pacific on 26 June 2015.
