The Total Force (N1) department oversees personnel requirements for military, civilian and local national employees. Our responsibilities include manning, manpower, human resources operations, and the Foreign National Program.

The Regional Manpower and Manning division (N11) oversees both civilian and military billets for seven installations on three continents. Manpower/Manning has oversight of nearly 6,000 billets and acts as a strategic partner between Installation and Chief of Naval Operations (CNO), Commander, Navy Installations Command (CNIC), Bureau of Personnel (BUPERS), Enlisted Placement Management Center (EPMAC) and Navy Manpower Analysis Center (NAVMAC) to ensure manpower requirements are met. We endeavor to fill billets in a timely manner with the most qualified individual, whether military or civilian.

The Foreign National Program is the Navy authority for all aspects of foreign labor policy in Italy, Spain, Greece and Bahrain, covering both direct hire and indirect hire local national (LN) employees.

The Human Resources Operations division (N13) provides oversight of five full-service Civilian Human Resources Offices in the Region and sets human resources management objectives, policies, programs and services. Our customer base is comprised of managers and civilian employees co-located at our installations as well as those serviced remotely in Egypt, UK, Germany, Africa and Iceland.

N1 services are focused on assuring integration of the total personnel management program objectives with the mission, functions, operating programs and work processes of the organizations we serve. We strive to place the right person in positions throughout Europe, Africa and Southwest Asia to meet our military responsibilities.

To maintain the highest levels of personnel readiness, Total Force/Manpower has developed a total force strategy that incorporates transformational policies and business practices. Employing an optimum combination of active duty, Reserve, and civilian personnel allows us to maximize the ability to provide base operations support to all military units who need it.

This approach is consistent with Commander, Navy Installation Command's Total Force Strategy, which strives to place the right personnel in the right positions, and to provide them the professional and personal tools needed to be successful.
