Dr. Martin Halbert is [http://web3.unt.edu/news/story.cfm?story=11573 '''Dean of Libraries'''] and Associate Professor at the University of North Texas.  He assumed this position in October 2009. He also currently serves as President of the Educopia Institute, a growing international alliance of cultural memory organizations that was one of the founding partners of the US National Digital Preservation Program.  He has served as principal investigator for grants and contracts totaling more than $6 M during the past six years, funding more than a dozen large scale collaborative projects among many educational institutions.  His doctoral research and subsequent projects have focused on exploring the future of research library services. He has previously worked for Emory University, Rice University, UT Austin, and the IBM Corporation.

==Background==
Martin has a Ph.D. from Emory University, an M.L.I.S. from the University of Texas, and a B.A. from Rice University. Martin has worked in library administration and systems positions at Emory University and Rice University.  He was an ALA/USIA Library Fellow stationed in Estonia assisting with the automation of the Tartu University Library.  He has also worked as a consultant for the IBM Corporation, and as a programmer for the University of Texas.  He is married and has three children.

I find myself frequently reflecting on the ways that these changes are manifesting, in the form of our new president, moments of prominent shifts in perspective, and different kinds of organizations that are becoming the most effective agents of change through social mobilization. [http://en.wikipedia.org/wiki/Malcolm_Gladwell Malcolm Gladwell's] [http://en.wikipedia.org/wiki/The_Tipping_Point_(book) The Tipping Point] is a beautifully concise summary of research about different types of individuals that mobilize change in society, and how they do it.  And [http://en.wikipedia.org/wiki/Crowd_sourcing crowdsourcing] may be one of the best hopes for [http://en.wikipedia.org/wiki/Public_sphere public sphere] collective mobilization that we have ever seen.  Finally, I think the best speech ever given on ultimate social aims against tyranny is the famous [http://en.wikiquote.org/wiki/Charlie_Chaplin#The_Barber.27s_speech Barber's Speech] against fascism in the 1940 film "The Great Dictator.

It poses interlinked questions of both technological advancement and social mobilization. Some triumphs in space exploration that I am intrigued by include the [http://en.wikipedia.org/wiki/Cassini%E2%80%93Huygens Cassini-Huygens Mission] which was an amazing accomplishment in terms of peaceful international collaboration, the [http://en.wikipedia.org/wiki/NEAR_Shoemaker NEAR Asteroid Mission], the first and most fascinating example of systematic exploration of a minor planet, the [http://en.wikipedia.org/wiki/Voyager_program Voyager Program], the most incredible saga of distance planetary exploration that any of us are likely to live through, and of course the [http://en.wikipedia.org/wiki/Apollo_program Apollo Program], the greatest example of human exploration in history which literally touched the mythic side of humanity's psyche, the Moon.

I studied under several faculty at Rice University that influenced me, including Konstantin Kolenda, Larry Temkin, and Mark Kulstad.
