The Tools team advises the Modeling and Simulation Coordination Office (M&SCO) Director on all modeling and simulation matters pertaining to the development, management, and use of tools and data used in creation and execution of simulated environments and the analysis of the simulation results. The Tools team also formulates and oversees the implementation of DoD-wide M&S plans and guidelines in the areas of M&S tools and data development and management. In addition, Tools evaluates the DoD Community and Component M&S tools and data development projects and initiatives. In addition, M&SCO Tools represents the Office of the Secretary of Defense (OSD) / Acquisition, Technology and Logistics (AT&L) in its various relations with industries, universities, other government agencies, and international and foreign organizations on matters pertinent to M&S tools and data.

M&SCO Tools has a set of software that assists M&S users and developers across the DoD Enterprise. The tools are divided into three categories: Visibility, Standards, and Management.


Visibility Tool

The DoD M&S Catalog is a web-based discovery service enabling visibility into the resources available across the DoD M&S Enterprise to support the user of models and simulations search for the tools, data, and services to meet their requirements.


Standards Tools

The DoD Standards Vetting Tool (DSVT) The DoD M&S Standards Vetting Tool is a multiservice, web-based tool to track, discuss, and vote on Modeling and Simulation standards nominations in accordance with the DoD Common M&S Standards Process. This process is based on the application of three concepts: Nominate, Evaluate and Advocate. Essential to the full adoption and use of the process is the capability to automate the online submission, storage, tracking, evaluation and distribution of each proposed standard through the entire process


The DoD VV&A Documentation Tool (DVDT) was developed to automate a set of standard templates based on Military Standard 3022 (MIL-STD-3022). These templates are the four core products of the M&S VV&A processes: Accreditation Plan, V&V Plan, V&V Report, and Accreditation Report.


Management Tool

The Project Management Tool (PMT) is based on the functionality of the Army’s Project Information Management System (APIMS) and the Navy’s Capabilities and Requirements Tool (CRT).  This multi-service tool supports the life cycle of a program or project from the cradle to the grave: needs submission and review, the submission and review of projects to meet those needs, and the high-level management of selected projects.  PMT’s design offers not only multi-service capabilities, but also multi-organization use for each Component/Service to use for the management of needs and/or projects.
