The Multi-user Engineering Change Proposal (ECP) Automated Review System (MEARS), is a government off the Shelf (GOTS) web-based software application that supports the Configuration Management (CM) and Contract Data Requirements List (CDRL) processes for DOD and DHS users around the world. The MEARS Standard Routing Form (SRF) is capable of routing any form or document for review and concurrence. MEARS proudly supports over 5,000 users in the Army, Navy, Air Force, Marine Corps, Coast Guard, and Missile Defense Agency (MDA) logistics communities and has Memorandums of Agreement (MOA) in place with each of the armed services, as well as Foreign Military Sales (FMS) partners around the globe.
MEARS is currently an enterprise solution for the Marine Corps, MDA, and Coast Guard, and has a large presence at the Air Force Materiel Command LCMC at Wright-Patterson AFB.
The Business Process this application supports:
- Secure web-based, input and review of engineering change documents, including Department of Defense (DD) form data and attached files.
- Automatic notification of authorized users when document is ready for review
- Localized polling of functional groups to collect reviewer opinions and comments
- Screening of comments by functional group leader for optional release of Reviewer comments to all document Reviewers
- Storage of inactive documents
- Packaging of documents and included files for submission to ePower and JCMIS
- Support team to assist users and process status changes of documents.
