What types of documents should I send to DTIC?

DTIC collects scientific and technical documents as well as acquisition and budget-related materials, including technical reports, journal articles, presentations, and theses. For more detailed information, please review our selection criteria.

How do I submit unclassified and public access documents to DTIC?

DTIC recommends you submit unclassified and limited documents via Enterprise Content Management System (ECMS).

Note: Registered DTIC users may use ECMS to submit. Documents may also be submitted via CD/DVD by parcel mail to:

An SF-298, Report Documentation Page [PDF], should also accompany the documents submitted.

How do I submit classified documents to DTIC?

Classified documents can be submitted by email to: TR@dtic.smil.mil or via your choice of parcel service to:

What DoD Regulations govern the submission of scientific and technical reports to DTIC?

These regulations:

  • Assign DoD components the responsibility for ensuring that all pertinent material resulting from Research, Development, Test, and Evaluation (RDT&E) programs is provided to DTIC.
  • Require DoD-funded researchers to search DTIC's collections to prevent unnecessary or redundant research. Furthermore, S&T personnel are specifically required to search the Independent Research & Development (IR&D) database before beginning new research efforts.
  • Assign DTIC the responsibility to act as a central coordinating point for DoD Science and Technical Information (STI) databases and systems.
PLEASE NOTE: Posting documents on websites does not override the responsibility to submit documents to DTIC In Accordance With (IAW) the aforementioned governing documents.

What markings are required on a document for submission?

A Distribution Statement is required on all documents submitted to DTIC. This statement specifies who is authorized to have access to your document. DoD Directive 5230.24 dated 18 March 1987, re-issued as DoD Instruction 5230.24, Distribution Statements on Technical Documents, [PDF] states that all documents sent to DTIC must be assigned a distribution statement by the contributor.

What is an SF-298, Report Documentation Page, and why is it needed?

Data from the SF-298, Report Documentation Page, [PDF] provide DTIC with an effective way to catalog and distribute your submission.

What electronic formats does DTIC accept for electronic submissions?

Electronic digital files may be submitted online via the Electronic Content Management System or as an Adobe PDF Portable Document Format (.pdf) (Top of Page)


What are the ECMS browser requirements?

The Enterprise Content Management System (ECMS) requires the use of Microsoft Internet Explorer 10 or higher.

Is there a maximum file size for electronic submission?

Yes, the maximum file size is 100 MB.

How do I find a document I submitted?

Documents are not immediately available following submission.

Once added to the collection, unclassified/unlimited documents, approved for public release, are available in the Technical Reports (TR) search on this website.

Documents containing unclassified/limited or controlled information are available through the R&E Gateway for registered users.

Classified documents are available on Secret Internet Protocol Router Network (SIPRnet) to individuals granted access to the SIPRnet.

What is an Accession Document Number (AD) and how do I determine the AD Number that is assigned to a document?

During processing, DTIC assigns an AD Number to uniquely identify a document.

To find the AD number assigned to your report, you can either search the document through this website, R&E Gateway or the SIPRnet.

Documents submitted via the Electronic Content Management System (ECMS) receive an AD number at the time of submission.

Should I send my documents to DTIC even if my organization has its own website?

Yes! Providing the document to DTIC ensures long-term preservation and access and improves its visibility.

Does DTIC accept older technical reports?

Yes! There is still a lot of value in older research. Please contact DTIC via phone (1-800-225-3842 [selection 6]) or email (dtic.belvoir.ecm.mbx.acquisitions@mail.mil) to discuss submitting these documents.

Yes, the Information Collection Division is available to assist you through the document submission process.
