Section 1107 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2014
provides that the Director of any Science and Technology Reinvention Laboratory (STRL) may appoint, by Direct Hire, qualified candidates who possess a bachelor's degree to Scientific and Engineering (S&E) positions and qualified veteran candidates to Scientific, Technical, Engineering, Mathematics (STEM) positions, including technicians, in Department of the Navy (DON) STRLs identified in Section 1105(a) of the NDAA for FY 2010. Section 1108 of the NDAA for FY 2009 provides that the Secretary of Defense may appoint qualified candidates possessing an advanced degree to scientific and engineering positions within any laboratory identified in section 9902(c)(2) of title 5, United States Code. This authority has been delegated to the Office of Civilian Human Resources Operations Centers in a memorandum dated 10 February 2009.
