Mission
The Grants Management Division is responsible for providing grant guidance to state, local and tribal governments, fire departments, non-governmental organizations and citizen groups. The Division serves as an advisor to the Regional Administrator on the application of FEMA policy and directives for grants management functions. The Division is responsible for ensuring the implementation of FEMA federal grant programs in support of the agency mission. The Grants Management Division collaborates closely with all Region 9 divisions to coordinate grants management activities, providing a high level of customer service to all grant recipients throughout the grant and cooperative agreement lifecycles. The Division liaisons with Grants Management Specialists and Program Analysts in Washington D.C., who manage a variety of non-disaster preparedness grants, such as the Homeland Security Grant Program and the Port Security Grant Program. The Division has two branches: one covering Financial Management and the other covering Program Management.

Who We Are
The Grants Management Division is comprised of a team of skilled grant management specialists, program analysts and fire program specialists.
What We Do
The Grants Management Division manages Preparedness, Assistance to Firefighters, Disaster Assistance and Mitigation Grant programs through the grants lifecycle of pre-award, award, post-award and closeout. The Division conducts workshops that distribute information on grant availability, grant guidance and application requirements. The Division participates on panel reviews for competitive funding programs. It negotiates the terms and conditions of grants and cooperative agreements. The Division provides technical assistance on pre-award and post-award financial, administrative and program requirements.
The Grants Management Division reviews grant applications and budget information to determine if costs are reasonable and in compliance with federal regulations. It analyzes recipient Financial and Progress Reports to identify potential deficiencies. It uses the administrative requirements, Code of Federal Regulations and Office of Management and Budget Circulars and grant guidance to assess compliance and guide corrective action and enforcement measures. Lastly, the Division performs grant close-out analysis and executes close-out procedures.
Financial Management
The Grants Services Branch provides full lifecycle grants management for all regional disaster and non-disaster grants from application and award to reporting, monitoring and closeouts. Also, this branch provides grantees with comprehensive grants business management services, including financial monitoring, audit resolution, data analysis/systems support, grants policy guidance, technical assistance, and training.

Program Management
The Grant Programs Branch provides grantees with comprehensive grants management services, including program monitoring, grants policy guidance, technical assistance, and training. The regional preparedness grant program offers preparedness assistance to state and local governments through the Emergency Management Performance Grant (EMPG). The Branch provides program management for the EMPG from application and award to reporting, monitoring and closeout. This Branch provides pre-award and post-award technical assistance and program monitoring support for the Assistance to Firefighters Grants (AFG). This Branch also supports the environmental review of EMPG, AFG and Homeland Security grant-funded projects in the Region.
