University of Texas MB Draft EA (9-11)

This draft environmental assessment (DEA) analyzes the potential environmental impacts that could result from the construction and operation of a 6-story Clinical Services Wing (CSW) at the University of Texas Medical Branch at Galveston, Texas (UTMB). There are five hurricane damaged buildings within the proposed CSW construction footprint that would be demolished to make space for the CSW. FEMA has prepared this Environmental Assessment (EA) to evaluate the impacts of the City’s proposal. The EA has been prepared according to the requirements of the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. §§ 4321–5327), the President’s Council on Environmental Quality’s (CEQ’s) regulations implementing NEPA (40 CFR Parts 1500–1508), and FEMA’s regulations for the implementation of NEPA (44 CFR Part 10).
