This question may address both property that the Government owns before it is provided (GFP) and property that is authorized for reimbursement during contract performance (CAP). Both types of contract property are addressed in FAR 52.245. The first step for the CO is to prepare a business case that supports the provision of GFP/CAP. The first step for the Contractor is to develop a written plan to mitigate the risks of loss and misuse of the GFP/CAP. A 1-hour continuous learning module, CLC051 Contract Property, is scheduled to be on-line in FY11.
