OVERARCHING POLICY AND REGULATORY RESOURCES

Office of Management and Budget

OMB's predominant mission is to assist the President in overseeing the preparation of the Federal budget and to supervise its administration in Executive Branch agencies. OMB ensures that agency reports, rules, testimony, and proposed legislation are consistent with the President's budget and with Administration policies. In addition, OMB oversees and coordinates the Administration's procurement, financial management, information, and regulatory policies.

Office of Federal Procurement Policy

The Office of Federal Procurement Policy (OFPP) handles the OMB's procurement policies.  This site provides access to Government regulation and compliance information searchable and available in HTML, RTF, and PDF format.  In addition, you will find information on U.S. Code, State regulations, International regulations, the Daily Federal Register and more.  Some of these postings are viewable at the General Services Administration's Acquisition Reform Network (ARNet).

Service Supplements to the FARS-DFARS

Service components issue acquisition regulations as necessary to implement or supplement the Federal Acquisition Regulation (FAR) or Defense Federal Acquisition Regulation Supplement (DFARS).  The supplements are contract specific information geared towards service-specific implementation.

Buying Activity Supplements

Regulations concerning aspects of Federal procurement made with appropriated funds are published in the Federal Acquisition Regulations (FAR) allowing each major agency to issue supplements containing regulations unique to that agency. These regulations were designed to unify all procurement practices, forms, and requirements.

Government Accounting Office (GAO) 

The General Accounting Office is the investigative arm of Congress. GAO exists to support the Congress in meeting its Constitutional responsibilities and to help improve the performance and accountability of the federal government for the American people. GAO examines the use of public funds, evaluates federal programs and activities, and provides analyses, options, recommendations, and other assistance to help the Congress make effective oversight, policy, and funding decisions.
