Are there specific rules/regs for a contractor to contract with a govt entity to perfrom work? How are dollars handled without going directly to US Treasury??

    In order for activities to perform work for non-DoD customers, the work must be authorized by a statute. There are various statutes that authorize such work for private parties. One of the most commonly-used is 10 U.S.C. 2563 (Section 2563). Section 2563 authorizes working capital funded activities to sell supplies and services to non-DoD customers that are unavailable from a U.S. commercial source. 

    I would start by looking up title 10 section 2563 and see if this can help your cause.

      Mr. Mack, Paul's comment is 'on the mark.' Few other suggestions would be for you to contact the Agency you're interested in 'selling' to and locate the 'agreements officer' or 'technology transfer officer,' or an agency Contracting Officer. One of these officials can direct you to the authorizing statute and agency procedures that govern any 'sales to private party' transactions.
