The “DoD Law of War Program” Directive requires the Heads DoD components to ensure that contract work statements comply with the Law of War and requires contractors to “institute and implement effective programs to prevent LOW violations, including this Basic Training module. Secretaries of the Departments are also required to ensure that sufficient training is available to ensure that employees understand the law of war, “commensurate with their duties and responsibilities.” Furthermore, this directive requires reporting of law of war violations by all DoD employees, including contract employees.
