Family Housing

All incoming military and civilian personnel are required to check-in with the Navy Family Housing office within 72 hours of arriving in Singapore to confirm their housing assignment. Military personnel assigned to Sembawang will be assigned to government-leased housing when the housing occupancy rate is below or forecasted to go below 95% for a consecutive three months period.  This applies to both Family and Unaccompanied Housing.  Civilian personnel may occupy government-leased housing in Singapore and will be offered housing based on current availability. 

The Navy Family Housing office is located in the PSA Sembawang Terminal Bldg. #7-4 and its operating hours are Mon-Fri, 8:30 a.m. - 4 p.m., excluding U.S. holidays. The telephone number is (+65) 6750-2451, fax (+65) 6750-2469 

General Information 

Government Housing is predominately historic “Black & White” British Colonial facilities supplemented with brick “Japanese” units.  These units are comprised of bungalows, duplexes and apartment style flats. 

The Family and Unaccompanied Housing (UH) units are limited to two and three bedrooms.  These units are quite spacious compared to most military housing.  Because of the limited assets for large families, assignments for three bedroom units are based on a combination of family size and rank.  For accompanied personnel, dependants count toward your family eligibility if they are properly documented, reside with you at least 9 consecutive months out of the year and reside with you within 30 days of assignment to your family housing unit, unless a written request is submitted and a formal exception is granted. 

Housing Referral for Civilians 

The Family Housing office can provide limited referral assistance to civilians who desire to reside in off- base housing. Loaner furnishings and Hospitality kits (includes dishes, cutlery, pots and pans) are available to off-base residents until their household goods arrive or up to a maximum of 90 days. It is recommended that you include linens, towels, shower curtains, etc. in your express shipment. Items such as electrical transformers, washer, dryer, refrigerator, stove/oven and wardrobes are also available for your full tour items if they are not included in your lease agreement. These full tour items are based on the availability of each of the items listed. 

Rental Partnership Program

The Rental Partnership Program (RPP) is designed to assist military and DoD civilian personnel and their families in locating affordable, secure, quality off-base rental property. The program is offered to personnel eligible for the NRCS housing referral services. Units meet DoD acceptability criteria, including many American features such as screens on all windows, sufficient electricity, parking and proximity to Navy Region Center Singapore.

  • There is no waiting list, and basically on a first-come first-served basis.
  • Minimum 12-month lease. 60 day notice is required to vacate after 12 months.
  • Application fee S$500, applied to first month rent
  • 1 month deposit, No landlord's fee, No house agent fee.
  • Every room is equipped with individual air conditioning/heating unit.
  • Some are furnished with appliances such as refrigerator, cooking stove, oven, washer & dryer and built in wardrobes.
  • Diplomatic clause

Procedures:

If you are interested in participating in this Program, prior to signing up with an agent, please attend our morning brief that is held at 0900 every Thursday, except holidays. Housing counselors will provide information on the RPP process.  If you elect to participate in the Rental Partnership Program the housing office will provide information to set up an appointment with the landlord and sign RPP rental lease agreement at the Housing Services Center.

Once the lease agreement is signed, the tenant is required to make arrangements to get the monthly rent transferred to the account of the Landlord or the Landlord's authorized agent.

Eligibility Criteria:

  • A year or more remaining on the tour - one year occupancy required.
  • Overseas Housing Allowance (OHA) sufficient to cover rent.
  • Apartment – some are pet friendly
  • Townhouse – some are pet friendly
  • No record on file such as a letter of warning, unpaid/late payment of rent history, noise complaints, and any reports to believe member is not suitable for RPP.

Breeds of cats not allowed in Singapore- 1st to 4th generation Bengal or Savannah cat crosses

Furnishings and Loaner Furniture 

All Family Housing units provide air-conditioning, electrical transformers, washer, dryer, refrigerator, stove/oven, micro-wave and dishwasher.  Electrical outlets are all 220V. 

FH residents are required to provide their own furnishings either through household goods shipment or personal purchases.  Loaner furniture and Hospitality kits (includes dishes, cutlery, pots and pans) can be provided until household goods arrive or up to a maximum of 90 days.  It is recommended that you include in your express shipment bed linens, towels, shower curtains as these items are not provided in the hospitality kit. 

Please ensure that you work closely with the Family and Unaccompanied Housing office and your Sponsor to make sure your move to Singapore will be a smooth process.
