Robert has been active in emergency management for 35 years. He began his career with FEMA in 1980 teaching civil defense courses and conducting emergency management exercises throughout Region III and nationally.
While at FEMA Robert has also led variety of areas in the agency to include Public Affairs, Congressional Liaison, Mission Support, National Preparedness, and Acting Regional Administrator. He has also responded to dozens of Presidentially- Declared disasters.
Robert has worked with and for state government. He worked as a consultant at Research Alternatives, Inc. where he supported the development of Emergency Operation Center (EOC) construction, training and exercising, and Geospatial Information Systems (GIS) for States and local governments. Robert also has extensive experience working at the Delaware Emergency Management Agency in the areas of training, exercises, grant management and policy advisor.
Robert is a graduate of the University of Delaware, with degrees in Political Science and Secondary Education.
