Permanent Housing Resources

The Department of Housing and Urban Development and the Small Business Administration provide a variety of disaster housing resources.  Permanent Housing refers to the return of disaster survivors to permanent housing as part of their recovery from a disaster.

Department of Housing and Urban Development (HUD)

  • Department of Housing and Urban Development (HUD) provides a variety of HUD Disaster Resources. HUD partners with Federal and state agencies to help implement disaster recovery assistance.

  • Mortgage Assistance from HUD's Federal Housing Administration (FHA). For a Presidentially declared disaster, FHA activates a mortgagee letter making a variety of insured loan programs available for disaster survivors and putting into play use of special loan servicing and underwriting requirements.  Disaster Relief Options for FHA Homeowners

  • Assistance from Ginnie Mae.  Ginnie Mae encourages all single-family, manufactured housing, and multifamily Ginnie Mae issuers offering forbearance to provide forbearance to mortgagors in areas receiving a Presidential disaster declaration. In certain instances, Ginnie Mae will assist issuers in their efforts to offer forbearance to mortgagors with pass-through payments. Ginnie Mae

HUD - Public and Indian Housing (PIH)

  • Disaster Housing Assistance. When requested by FEMA, HUD may administer a Disaster Housing Assistance Program to provide housing vouchers to disaster displacees. Public and Indian Housing (PIH) Hurricane Recovery Resources

  • Capital Fund Emergency.   Each year Congress sets aside funds within the Capital Fund appropriation to create a reserve for emergencies and natural disasters. Public Housing Agencies (PHAs) that confront an emergency situation or a natural disaster are eligible to apply for and receive funds from the reserve provided that they comply with certain requirements. HUD - Community Planning and Development (CDP)

  • Community Development and Housing Assistance.  Community development activities build stronger and more resilient communities through an ongoing process of identifying and addressing needs, assets, and priority investments. The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs.  Community Development Block Grant Program

Small Business Administration (SBA)

  • SBA Disaster Assistance – SBA provides low-interest disaster loans to businesses of all sizes, private non-profit organizations, homeowners, and renters. SBA disaster loans can be used to repair or replace the following items damaged or destroyed in a declared disaster: real estate, personal property, machinery and equipment, and inventory and business assets.
