FEMA’s Logistics Management Directorate (LMD) provides an efficient, transparent, and flexible logistics capability to procure and deliver goods and services to support disaster survivors and communities responding to and recovering from disasters.
The primary mission of the Logistics Management Directorate is to deliver the right resources to the right place at the right time in support of state, local, tribal governments and territories.
Logistics Management Directorate Overview:
- LMD’s eight (8) Distribution Centers house disaster commodities such as water, tarps, meals, blankets, cots, plastic sheeting and generators. LMD maintains commercial contracts and agreements with multiple public and private sector partnersto provide additional commodities when needed.
- LMD is responsible for purchasing, storing, maintaining, hauling and installing Manufactured Housing Units (MHU) to provide as direct housing for disaster survivors. FEMA maintains 2,500 housing units and has contract capability to deliver more when needed.
- LMD’s Incident Support Bases and Staging Operationsare located in close proximity to disaster sites to quickly deliver commodities to disaster survivors. LMD has established ISB teams and support equipment caches, that can respond within 24 hours, to begin receiving life-saving resources for delivery to disaster survivors.
FEMA’s Logistics Management Directorate provides commonly used sheltering items such as:
- Durable Medical Equipment (DME) which supports physically challenged survivors with chronic medical conditions (wheelchairs, crutches, walkers)
- Consumable Medical Supplies (CMS) which supports shelter survivors with acute medical conditions (blood pressure cuff, sterile gauze, bandages)
- Infant and Toddler Kits provide a 7-day meal requirement for 4 infants (new born – 12 Months) and 6 toddlers (age 1 to 4 years old). Kits contain formula, nutritional drinks, food products, diapers, and other essentials.
Ongoing Improvements
FEMA’s Logistics Management Directorate is implementing use of the Emergency Power Facility Assessment Tool (EPFAT), an online4 resource that stores State partners critical public facility generator requirements data. LMD expects access to this data in EPFAT will speed up installing temporary power at facilities where commercial power is unavailable.
The FEMA/USACE Temporary Power online educational course is expected to be available January 2016 and will be free and available on-line through the Emergency Management Institute for State Directors, Emergency Managers and Planners.
Logistics Management Directorate’s Generator Reconfiguration
Recently, FEMA’s Logistics Management Directorate and United States Army Corps of Engineers (USACE) conducted an analysis of FEMA generators and determined a better way of doing business. FEMA intends toreconfigure its generator fleet by one third, saving maintenance money and the ability to more efficiently move generators to disaster sites.
