Navy Oversight Inspection Unit Inspection (NOIU)

Description: Headquarters commands shall ensure that appropriate evaluations of program effectiveness are conducted at subordinate commands and field activities. NAVINSGEN program oversight evaluations are used to meet this requirement. Command evaluations shall: (1) Evaluate the results of mishap prevention efforts. (2) Include a quality assessment of the region or activity Self-Assessment Program. (3) Review compliance with program requirements. (4) Evaluate mishap trends.

Naval Crane Center (NCC) Audit

Description: Responsible for ensuring safety of the commands weight handling program which includes certification of equipment, training and qualification of personnel. The NCC Audit is to inspect the condition of the cranes to ensure the overall structural, mechanical, and electrical components of the equipment have been maintained in a safe, serviceable condition, and are functioning properly. A load test is done to ensure the equipment is capable of safely lifting and moving the rated load. Cranes are certified annually and load tested with every other annual certification at a minimum.

Hazards of Electromagnetic Radiation to Ordnance (HERO) Survey

Description: Defines the electromagnetic environment in which ordnance and weapons systems may be safely exposed during transport, storage, loading and off-loading in today's electromagnetic environment. These emission controls need to be silenced or operating at reduced power during specific weapons loading procedures. The Naval Ordnance and Security Activity furnishes policy and direction for implementation of military standards, directives, and instructions relating to the HERO aspects of development, testing and acquisition of new and improved ordnance.

Hazards of Electromagnetic Radiation to Personnel (HERP)/ Hazards of Electromagnetic Radiation to Fuel (HERF) Survey

Description: Provides the data necessary for the protection of personnel, fuels, and ordnance from radio-frequency hazards. Hazards of Electromagnetic Radiation to Personnel (HERP) is the danger of producing harmful biological effects in humans by exposure to radio-frequency electromagnetic fields. Hazards of Electromagnetic Radiation to Fuel (HERF) is the danger of igniting volatile combustibles by spark ignition due to radio-frequency electromagnetic fields of sufficient intensity.

Explosives Safety Inspection (ESI)

Description: Objective of the ESI program is to safeguard personnel, assets, public welfare and environment while maintaining optimum levels of DON Mission capability. ESI program strives to improve the overall safety of operations by eliminating explosives mishap and the losses in terms of injuries, death, property damage and loss of mission effectiveness. This program consists of two parts; the ESI and a continuous command Explosives Safety Self-Assessment (ESSA).

Ammunition Hazard (AMHAZ) Materials Handling Review

Description: Presents the minimum requirements for safe handling of ammunition and explosives. It also contains general safety precautions and requirements for approved handling equipment, organized into the following categories: Materials Handling Equipment (MHE), and Weight Handling Equipment (WHE) in conjunction with Ordnance Handling Equipment (OHE), and Weapons Support Equipment (WSE). Precautions for safely handling specific types of ammunition, explosives and ordnance are also incorporated into (AMHAZ).

Radio Frequency Radiation (RFR) Survey

Description: RF exposure is associated with operation of various radars and communication systems,personnel concerns, premature activation of electro-explosive devices in ordnance, equipment interference or sparks and arcs that may ignite flammable materials and fuels. All shore facilities having RF emitters must obtain a baseline certification, and must receive re-certification if the RF environment changes.
