Who is Eligible
Generally, the following personnel are eligible for military family housing:
- Military personnel with one or more dependents,
- DoD civilian employees, and
- DoD-sponsored civilian employees
on Permanent Change of Station (PCS) orders or Duty Under Instruction (DUINS). Eligibility does not ensure availability of or assignment to military housing. Other personnel may be eligible for military housing including unaccompanied or pregnant military members, Coast Guard, etc., based on military housing availability and other local conditions.
Bedroom Eligibility
Navy Housing has set minimum bedroom standards for the home based on both pay grade and family size/composition. This is dependent upon inventory availability at a local installation. Minimum standards based on pay grade are:
Officers/Senior Enlisted
O6 and above |
Minimum of four bedrooms where available. |
O4 and O5 |
Minimum of three bedrooms where available. |
01 to 03, W1 to W5, Limited Duty Officers, Officers who received their commissions via other programs (e.g., Enlisted Commissioning Program (ECP)), and have a minimum of nine years enlisted active service at time of commissioning (01E-03E); and Senior Enlisted (E7-E9) |
Eligible for assignment to a three bedroom unit. Depending upon inventory and local conditions. Housing may establish a local three bedroom minimum assignment policy. |
Enlisted Personnel (E1-E6)
Bedroom eligibility for enlisted personnel is based on family composition. Where inventory permits, families will be eligible for one bedroom per child and a separate bedroom for dependent parents. Navy Housing’s general guidelines include:
- Parents should not share rooms with children
- There should be no more than two children per room
- Children 6 or older should not have to share a room with members of the opposite sex
- Children 10 or older are eligible for a separate bedroom
Special Circumstances
Navy Housing recognizes that families such as single parents, dual military married couples, and dependent parents, exist and there is a need to accommodate them. Special considerations are made based on availability and local policy. You will need to check with your local Housing Service Center (HSC) to determine whether you are eligible for military housing at a particular installation. Examples of possible special considerations are:

Both members are eligible for military housing. Generally, the rank of the senior member will determine eligibility/bedroom entitlements when members are stationed within the same geographical area. When members are separated by duty assignments and there are no other dependents involved, both members are entitled to unaccompanied housing at their respective locations. When members are separated by duty assignments and there are dependents, they will follow the single member with dependent custody below. |
Single Member with Dependent Custody |
Both members are eligible for military housing. Generally, the rank of the senior member will determine eligibility/bedroom entitlements when members are stationed within the same geographical area. When members are separated by duty assignments and there are no other dependents involved, both members are entitled to unaccompanied housing at their respective locations. When members are separated by duty assignments and there are dependents, they will follow the single member with dependent custody below.

Pregnant Single Military Member |
A member who has legal custody of a child or other dependent that lives with the sponsor at least 6 consecutive months of the year will be authorized to live in military housing. Note: The child must be recognized on dependent certification documents or you must have a copy of the final decree agreement for proof of dependency.

With a doctor’s medical certification of pregnancy, a single military member is eligible to apply for military housing or may live in unaccompanied housing. NOTE: Installation Commanding Officers may authorize single pregnant servicewomen to move into military housing, based on availability, before the birth of the child. However, they will not be given special treatment (i.e., head of line privilege).

Single Member with Dependent Parent |
A member who is responsible for the care and support of an elderly or disabled parent when the parent resides with the member and is recognized on dependent certification documents.
