SUBJECT: Guidance on Providing Grant Funds to the Association of Community 
Organizations for Reform Now (ACORN) 

 

Per the direction of the Executive Office of the President, Office of Management and Budget, all 
Federal grant and contract recipients are hereby informed of section 163 of the Continuing 
Appropriations Resolution, 2010, Division B of Public Law Number 111-68 (CR). Section 163 
states, “None of the funds made available by this joint resolution or any prior Act may be 
provided to the Association of Community Organizations for Reform Now (ACORN), or any of 
its affiliates, subsidiaries, or allied organizations.” 

 

This Information Bulletin serves to notify all Federal grant and contract recipients that they are 
prohibited from obligating, awarding, or otherwise providing any Federal funds to the ACORN 
or any of its affiliates, subsidiaries, or allied organizations (collectively “affiliates,” of which this 
also applies to subgrantees, subcontractors, or other subrecipients). This guidance also applies to 
any funding that was made available for Fiscal Year 2009 as well as in prior fiscal years. 

 

If any Federal grant or contract funds have been awarded or otherwise provided to ACORN or its 
affiliates, such awarding grantees or contractors are required to notify the above-signed with 
respect to how the awarding grantee or contractor is planning to comply with the prohibition 
with respect to those subgrants, subcontracts, or subrecipient agreements.
