Gruber Acting Deputy Administrator National Preparedness Directorate SUBJECT: Emergency Responder Standards Meetings and Conferences Cost Reimbursement This bulletin authorizes the use of grant funds to reimburse costs associated with State, local, and tribal participation in the development of emergency responder focused standards. State and local jurisdictions may use funding under the planning category to support travel, meeting related expenses, and overtime costs associated with working on standards with American National Standards Institute (ANSI) accredited organizations. Grantees must ensure that the focus of the grant program being leveraged (i.e., State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Law Enforcement Terrorism Prevention Program (LETPP), etc.) directly supports the work that is being done under the respective program. Those wishing to use Homeland Security Grant Program (HSGP) funding for this purpose must contact their State Administrative Agency (SAA).
