Preparedness Directorate U.S. Department of Homeland Security Washington, DC 20531 Preparedness Directorate Information Bulletin No. 240 February 8, 2007 TO: State Administrative Agency Directors State Emergency Management Agency Directors State Homeland Security Directors FROM: Corey D. Gruber Acting Assistant Secretary SUBJECT: 2007 Hurricane Preparedness Activities Last year, the Department of Homeland Security (DHS) sponsored regional hurricane preparedness exercises to increase the preparedness of the Nation for the 2006 hurricane season. Building upon the successes of the 2006 effort, the Department will conduct a national level functional exercise as well as a number of regional hurricane preparedness workshops in preparation for the 2007 hurricane season. The national level functional exercise will take place in Region I April 30 – May 10, 2007. Regional workshops will be conducted in Regions II, III, IV, VI, and IX, as well as the Caribbean Division and Pacific Area offices. The Region I workshop will be incorporated into the larger national-level functional exercise activities. Regional workshops will support regional hurricane planning efforts. Workshop dates will be announced soon. The Federal Emergency Management Agency (FEMA) has developed and distributed a 2007 national-level hurricane Contingency Plan (CONPLAN). This plan serves as the basis for development of regional CONPLANs for the 2007 hurricane season. Regional workshops will serve to review and validate the regional Concept of Operations (CONOPS), providing stakeholders an opportunity to synchronize regional plans with State and national plans prior to the 2007 hurricane season. The keys to success for the national level exercise and regional workshops will be participation by State and Territory representatives, working in close partnership with their Federal regional counterparts. Activities associated with catastrophic incident planning, training, and exercising are eligible expenditures under the FY 2006 and FY 2007 Homeland Security Grant Program (HSGP), as long as all obligations and expenditures support FY 2006 or FY 2007 approved State or Urban Area Investments. For more information on the authorized use of grant funds for planning, training, exercising, and equipment purposes, State Administrative Agency (SAA) points of contact (POCs) should contact their Office of Grants and Training (G&T) Preparedness Officer, or the G&T Helpline at (800) 368-6498 or askcsid@dhs.gov. We thank you for your continued dedication to enhancing the Nation’s preparedness and look forward to working with you on this important initiative.
