EHP Directive & Instruction (FEMA Directive 108-1 & Instruction 108-1-1)
FEMA has issued a directive and instruction with the goals of strengthening and formalizing the Federal Emergency Management Agency’s (FEMA) approach to Environmental Planning and Historic Preservation (EHP) compliance and making the approach consistent with Department of Homeland Security (DHS) policy. Relevant documents are posted below. The EHP Directive and Instruction (FEMA Directive 108-1 and Instruction 108-1-1) detail FEMA’s roles, responsibilities, authorities, and procedures to ensure all FEMA’s actions comply with Federal EHP statutes and Executive orders. These documents tier off of and serve as component supplementary instructions for Department of Homeland Security (DHS) Directive 023-01 Rev. 01: Implementation of the National Environmental Policy Act and DHS Instruction Manual 023-01-001-01, Revision 01. | FEMA Directive 108-1: Environmental Planning and Historic Preservation Responsibilities and Program Requirements The purpose of this environmental planning and historic preservation (EHP) Directive is to establish Federal Emergency Management Agency (FEMA) policies, roles, responsibilities, and procedures for delegations of authority concerning EHP. Environmental stewardship, preservation of historic and cultural resources, and sustainability are complementary goals to the emergency management mission and activities of FEMA. FEMA promotes these goals to support development of resilient communities in light of disasters, sea level rise, climate change, and other impacts that threaten the human environment. Environmental, historic, and cultural resources are important considerations when preparing for, responding to, recovering from, and mitigating hazards to the United States. Protection and stewardship of the Nation’s natural resources including floodplains and wetlands, coastal barriers, forests and fauna, biodiversity, endangered species, habitats, and other natural landscapes provide increased protection to communities throughout the Nation and support resiliency. | Instruction on Implementation of the Environmental Planning and Historic Preservation Preservation Responsibilities and Program Requirements This Instruction provides guidance and policy direction for implementation of the National Environmental Policy Act (NEPA) and other environmental planning and historic preservation (EHP) requirements across the Federal Emergency Management Agency (FEMA). | Directive Number 023-01 Implementation of the National Environmental Policy Act The purpose of this Directive is to establish Department of Homeland Security (DHS) policy for implementing the requirements of the National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA. Instruction Manual 023-01001-01 (Instruction Manual) provides the procedures for implementing this Directive. This Directive and the Instruction Manual adopt and supplement the CEQ regulations and are to be used in conjunction with those regulations. | Instruction Manual 023-01-001-01, Revision 01, Implementation of the National Environmental Policy Act (NEPA) This Department of Homeland Security (DHS) “Instruction Manual on Implementation of the National Environmental Policy Act (NEPA) (Instruction 023-01-001-01),” together with DHS Directive 023-01, “Implementation of the National Environmental Policy Act,” (hereafter Instruction Manual and Directive) establish the policy and procedures DHS follows to comply with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code [U.S.C.] 4321 et seq.) and the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA (40 C.F.R. Parts 1500-1508). This Instruction Manual serves as the DHS implementing procedures for NEPA (as required by 40 C.F.R.
