Environmental Assessment Cedar Rapids Animal Care and Control, Cedar Rapids, Iowa (May 2012)

In June 2008 the Cedar Rapids Animal Care and Control (further known as Animal Control Shelter) facility at 1401 Cedar Bend Lane SW in Cedar Rapids, Iowa, experienced extensive damage from flooding of the Cedar River and its tributaries. Animal Control Shelter serves the cities of Cedar Rapids and Marion with a combined 2010 Decennial Census population of 161,094. This Environmental Assessment (EA) has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality (CEQ) regulations to implement NEPA (40 Code of Federal Regulations [CFR] Parts 1500-1508), and FEMA’s regulations implementing NEPA (44 CFR Part 10). FEMA is required to consider potential environmental impacts before funding or approving actions and projects. The purpose of this EA is to analyze the potential environmental impacts associated with the proposed project. FEMA will use the findings in this EA to determine whether to prepare an Environmental Impact Statement (EIS) or issue a Finding of No Significant Impact (FONSI).
