Environmental Assessment for Torres Park Restroom Facility, St. Bernard Parish, Chalmette, Louisiana (January 2012)

Prior to Hurricane Katrina, the Restroom Facility served the employees of, and visitors to, the St. Bernard Parish Main Maintenance Yard. Sidney Torres Memorial Park had restroom facilities insufficient to meet the anticipated level of future park patronage associated with post-hurricane recovery and planned park improvements. The proposed Torres Park Restroom Facility is essential to better serve the needs of Park patrons and the people of the surrounding community, and St. Bernard Parish. This Environmental Assessment (EA) has been prepared in compliance with the National Environmental Policy Act of 1969 (NEPA), the President’s Council on Environmental Quality regulations implementing NEPA (Title 40 of the Code of Federal Regulations [CFR] Parts 1500 to 1508), and FEMA’s regulations implementing NEPA (44 CFR Parts 9 and 10).
