Environmental Assessment for Grand Point Bourbon Subdivision Longview Canal Drainage, Paulina, St. James Parish, Louisiana (August 2011)

On August 29, 2005, storm surge caused by Hurricane Katrina inundated large portions of southeast Louisiana causing extensive flood damage to structures in St. James Parish. The proposed drainage improvements would occur east of and adjacent to the Grand Point Bourbon subdivision area. The Grand Point Bourbon subdivision has one of the most severe localized flooding problems in the Parish. In accordance with 44 Code of Federal Regulations (CFR), Part 10, FEMA has prepared this Draft Environmental Assessment (EA) to meet the requirements of Section 102 of the National Environmental Policy Act of 1969 (NEPA), the President’s Council on Environmental Quality (CEQ) regulations to implement NEPA, and FEMA’s regulations implementing NEPA (44 CFR Part 10).
