Jonathan Hoyes currently serves as the Director of the Technological Hazards Division, National Preparedness Directorate (NPD), the Federal Emergency Management Agency (FEMA) where he is responsible for overseeing preparedness activities related to radiological and chemical hazards in coordination with Federal, State, local, tribal and key private sector partners inside the United States.
The Technological Hazards Division (THD) leads national efforts to enhance the emergency preparedness and response capabilities of communities surrounding commercials nuclear power plants and U.S. Army chemical weapons stockpile sites. Jonathan leads THD programs and staff covering all ten FEMA Regions and include the Radiological Emergency Preparedness Program (REPP) and the Chemical Stockpile Emergency Preparedness Program (CSEPP).
Prior to his transition to Director, THD, Jonathan Hoyes led the formation and stand up of the Field Operations Directorate (FOD), within the Office Response and Recovery (ORR). As FOD’s first Assistant Administrator, Jonathan was responsible for integrating four Divisions, formerly in Response or Recovery, with over three hundred staff at six locations, and creating an efficient and effective new Directorate. This was achieved by creating a common understanding of their role and mission to ensure the readiness for and success of FEMA’s field operations.
During his tenure in ORR, Jonathan Hoyes served as Chair of the interagency Recovery Support Function Leadership Group (RSFLG). As the mission area lead for Recovery, he oversaw the successful refresh of recovery doctrine as part of the 20
15-6 the overall PPD-8 National Preparedness update. As Director of the Office of Federal Disaster Coordination (OFDC), Jonathan had responsibility to lead, train, equip, and manage FEMA’s field operations leadership, including Federal Coordinating Officers (FCO) and Federal Disaster Recovery Coordinators (FDRC). Jonathan also served as Director of the National Disaster Recovery Planning Division (NDRPD).
Jonathan has directly supported field delivery of Public Assistance, Individual Assistance, and Mitigation programs in both technical and leadership roles in all ten FEMA Regions. He has also managed pre- and post-disaster recovery planning and training initiatives across the nation, including the development, roll out and implementation of the National Disaster Recovery Framework (NDRF).
Prior to joining FEMA, Jonathan’s career in the private sector spanned over 20 years, focusing on infrastructure development and risk management, both in the US and international markets. As a successful management consultant and business owner, Jonathan developed a strong business line supporting federal, state and local emergency management clients, and helped create one of the top ten Professional Engineering and Consulting businesses in the Mid-Atlantic Region (ENR, 2009). Jonathan has an undergraduate degree in Civil Engineering and an MBA in Financial Management and International Business.
