Linda A. Grinnage

Linda A. GrinnageLinda A. Grinnage is the Director, Operations Division, National Continuity Programs (NCP), Federal Emergency Management Agency (FEMA).   Ms. Grinnage assumed her current position in October 2010.  She is responsible for ensuring the Secretary of Homeland Security and FEMA Administrator have the ability to accurately inform the President, his designated representative, and senior leaders on continuity posture, and implementation of federal government continuity of government (COG) plans and programs.  The Operations Division monitors readiness and coordinates the implementation of continuity plans across the Executive Branch.  This responsibility extends to any event that potentially threatens national security and the Executive Branch’s ability to support the National Essential Functions.  Prior to assuming the Operations Division Director’s role, Ms. Grinnage served as the Deputy Division Director for the NCP Readiness Division.

Ms. Grinnage has over 40 years of federal service with experience in disaster relief efforts, national security programs, continuity of government, and continuity of operations. During her tenure with FEMA, she championed the development, collaboration, and facilitation of two software efforts, the Readiness Reporting System and the Federal and Emergency Response Official (F/ERO) Repository system. She also chaired the Continuity of Operations Working Group which provided a forum for promoting the development, coordination, and integration of continuity of operations planning and programs.

Prior to working for FEMA, Ms. Grinnage served as the U.S. General Services Administration (GSA) Emergency Coordinator.She advised the Administrator and Deputy Administrator on national security and continuity related issues.

Ms. Grinnage holds a Master’s Degree in Business Administration with a Concentration in Project Management.  She also holds a Bachelor’s Degree in Business Administration and an Associate’s Degree in Business Administration.  In addition, she earned a Masters Certification in Project Management for IT Project Management and is certified at Level III as a Contracting Officer's Representative (COR).  Lastly, she completed the Federal Acquisition Certification - Program and Project Managers (FAC-P/PM) at Level III.
