Dianna Davis

Ms. Davis joined FEMA in 2013 as the Deputy Associate Administrator for Mission Support.  Prior to joining FEMA, Dianna had returned to the Transportation Security Administration (TSA) as the Senior Advisor for the Office of Finance & Administration.  She was responsible for the oversight of financial operations and administrative services supporting national transportation security and directed the daily operations of two Business Management Offices which included issues such as budget, human capital, workforce management, management controls, audits, property and facilities management, occupational safety, health and environment and operational readiness.

For the three years prior to her return to TSA, Ms. Davis served in several positions at Immigration & Customs Enforcement (ICE).  First, as the Senior Advisor to the Director of the Office of Acquisitions where she established an ICE Competitive Strategic Sourcing program; as the Chief, Human Capital and Policy Development in the Office of Detention & Removal (DRO); and was accepted into the Senior Executive Service and served as the Deputy Assistant Director for Mission Support in DRO.  As the Deputy Assistant Director, she directed the daily operations for financial, human capital, facilities & logistics, acquisitions, information technology and infrastructure that supported 6,700 employees world –wide as well seven ICE owned detention facilities and numerous state and local contracted detention facilities.  

After 9/11, Ms. Davis assisted with the standup of TSA and the federalization of security at Chicago O’Hare International airport.  After 18 months, she was re-assigned to TSA Headquarters where she served as the Budget Director and Chief of Staff directing a $5B budget and supporting 47,000 employees within Security Operations nation-wide and overseas.  During this time, Ms. Davis also directed and coordinated TSA’s Incident Command Center for Hurricanes Katrina and Rita as well as oversaw security screening for the 2004 Presidential Inauguration, Republican & Democratic National Conventions, and G-8 summit. 

Before joining TSA, Ms. Davis worked over 15 years as a civilian with at the U.S. Coast Guard holding various positions which included program and budget review, financial and law enforcement systems management & design, and Coast Guard’s A & C Schools / Post Graduate training program management. 

Dianna is a graduate of Southern Illinois University and holds a Masters Certificate in Information Technology Project Management.
