Scott Kelberg

Official FEMA Portrait - Scott KelbergScott is currently the Director for the National Training and Education Division, National Preparedness Directorate, within FEMA / DHS.  As the Director, Scott is responsible for sixteen permanent full time staff and coordinate their efforts to manage homeland security training and education programs to include academic engagement and higher education outreach.  Through cooperative and inter-agency agreements, he administers congressionally appropriated funding to provide high quality training and education to the nations' first responders, to include emergency managers and homeland security leaders.  Scott is responsible for the management and oversight of more than $120,000,000 in nationwide training and education programs to include the National Domestic Preparedness Consortium and the Center for Homeland Defense and Security.  As Director, he develops policy and procedures to ensure accountability for twenty-two training and education providers.  In Fiscal Year 2014, these training and education providers provided programming for more than 141,000 federal, state, local, tribal, and territorial personnel.  

As the Director, Scott is also responsible for the development and delivery for a National Training and Education System (NTES).  Since 2014, he has developed the guidance and policy for the NTES to more accurately determine national training and education requirements and more efficiently target resources to address them.  He manages the implementation of the NTES as a critical element of the National Preparedness System by supporting the further development of homeland security professionals by identifying measurable training and education outcomes.

Prior to his most recent position, Scott served as Senior Advisor to the Director at the Nationwide Suspicious Activity Reporting Program Management Office at the Department of Justice (DOJ).  At DOJ, he was responsible for the development and implementation of training programs for law enforcement and intelligence analysts.  He developed new training programs for the fire service, emergency management, corrections officials, and private security.  These training programs have since been inserted as prerequisite training for the preparedness training portfolio at FEMA.

Prior to his time spent at DOJ, he served in numerous roles within FEMA and DHS in the areas of technical assistance, grants administration, and as the Director for the Office for Preparedness Integration and Coordination. In this role he was responsible for the coordination of national preparedness programs throughout the 10 FEMA regional offices.  This was accomplished through interactions with the 10 FEMA Federal Preparedness Coordinators and the issuance of guidance and policy to help coordination national preparedness activities.

Before joining the Federal government, Scott served as a Program Manager for the Montgomery County Maryland Department of Corrections and Rehabilitation, where he managed the student intern program, worked in the drug screening laboratory, and administered inmate evaluations. 

Scott earned his Bachelor of Arts degree from Syracuse University, his Master of Science degree in Justice, Law and Society from American University, and a certificate from the Center for Homeland Defense and Security for Homeland Security Leaders.  He is also a member of the Montgomery County Maryland Community Emergency Response Team.  Scott is a happily married and a proud father of two daughters ages 11 and 12.
