Antwane Johnson

Per Presidential Executive Order, Mr. Johnson is responsible for integrating the nation’s alert and warning capabilities comprised of radio and television broadcasters, the cellular industry, federal systems, and internet service providers.

Prior to arriving in FEMA, Mr. Johnson was the Director for Critical Infrastructure Protection (CIP) within the Office of the Assistant Secretary of Defense for Homeland Defense & Americas’ Security Affairs (OASD HD&ASA). In this capacity, Mr. Johnson was responsible for ensuring a resilient and robust Defense Industrial Base to support execution of the National Military Strategy.

Prior to his work with CIP, Mr. Johnson worked in the Defense Threat Reduction Agency as the Chief, Information Management Technology Branch, where he was responsible for the development of information technology supporting both strategic and conventional arms control agreements. His most notable accomplishment in that position was the development and acceptance of U.S. technologies by the Organization for Security and Co-operation in Europe (OSCE), an organization composed of 55 member nations.  In this capacity, Mr. Johnson directed the development of multiple applications to ensure U.S. compliance with notification and data exchange obligations under several treaties, including the Conventional Armed Forces in Europe (CFE), Intermediate Range Nuclear Forces (INF), START, START II, and Open Skies (OS), as well as the UN Transparency in Armaments (TIA), OSCE Global Exchange of Military Information (GEMI), Wassenaur, and Confidence and Security Building Measures agreements.

From 1984 -1994, Mr. Johnson worked as an Operation Research Systems Analyst at the U.S. Army Intelligence and Threat Analysis Center, where he developed threat methodologies as well as modeling and simulation tools. Mr. Johnson’s development of threat methodologies to normalize intelligence estimates was the basis for deriving intelligence community estimates during Desert Storm.

Mr. Johnson is a graduate of Norfolk State University with a BS in Mathematics and the National Defense University’s Information Resource Management College Chief Information Officer program. He is a graduate of the Defense Acquisition University, Defense Systems Management College, and the Western and Eastern Management Development Centers. Mr. Johnson has received numerous awards and recognitions, including the Meritorious Civilian Service Medal, U.S. Department of Defense Exceptional Civilian Service Medal and the Commanders Award for Civilian Service, and FEMA’s Exceptional Emergency Manager Award.
