Shalini Benson

Official FEMA portrait of Shalini Benson, Assistant Administrator for Fund Management, Federal Insurance & Mitigation Administration (FIMA)Shalini Benson serves as the Assistant Administrator for Fund Management in the Federal Emergency Management Agency’s (FEMA) Federal Insurance and Mitigation Administration (FIMA).  In this role, she leads the team that stewards the National Flood Insurance Fund’s $3.5 billion in annual revenue and the NFIP Reserve Fund approaching $1.5 billion.

Mrs. Benson was appointed to the Senior Executive Service as the Assistant Administrator for Fund Management in August 2016. She holds a Master of Public Policy from Georgetown University and a Bachelor of the Arts in Philosophy and Politics from Brandeis University.

Mrs. Benson joined FEMA in 2013 and served as FEMA’s Deputy Budget Director within the Office of the Chief Financial Officer until her appointment at FIMA.  While at OCFO, Ms. Benson was instrumental in institutionalizing Planning, Programming, Budgeting and Execution (PPBE) discipline. Prior to joining FEMA, Ms. Benson worked at several federal agencies, including serving as an Office of Management and Budget examiner, as Assistant Deputy Director for Analysis at the Department of Energy, and Director of Prevention at Mental Health America.
