John Rabin

John RabinJohn Rabin is the Director of FEMA’s National Exercise Division, where he is responsible for multiple exercise programs, including the National Exercise Program and the Senior Official Exercise program, that examine the preparedness of the United States across the entire homeland security and management enterprise.  Mr. Rabin’s incident response role is in support of the National Urban Search and Rescue System. Prior to assuming his position at the National Exercise Division, he was the Director of the National Preparedness Assessment Division, where he led and managed the development of numerous assessment reports including the National Preparedness Report and State Preparedness Reports, as well as the Lessons Learned and Continuous improvement programs.  In addition to these efforts, he led the after action review of FEMA’s preparedness and initial response to, and recovery from Hurricane Sandy.  Prior to coming to FEMA, Mr. Rabin was the Vice President for Strategy at Logicstudio, a service management software firm, where he created and directed an organizational-wide vision that resulted in a four-fold increase in contract and revenue.  Previously, Mr. Rabin was the Vice President for Homeland Security at DeticaDFI and was responsible for leading policy, strategy, and operational programs in support of the Department of Homeland Security.  A firefighter and emergency medical technician, he is a graduate of the United States Naval Academy and has completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security.
