Tracey Ross Queen

Tracey Ross QueenMrs. Tracy Ross Queen currently serves as the Acting Director for the Continuity of Operations Division, National Continuity Program Directorate, Federal Emergency Management Agency. For the past five years, she has served as the Deputy Director for this division. She is responsible for leading integrated continuity of operations for federal, state, territorial, tribal, and local governments in the United States. Mrs. Queen assists in managing continuity of operations planning guidance, training, exercises, assessments, and operational support to help ensure that federal, state, territorial, tribal, and local governments can continue to perform their essential functions under all conditions. Prior to assuming responsibility as Deputy Director, Mrs. Queen served in various management positions within the National Continuity Programs over the past 25 years.

She came to FEMA as a Career Management Intern in 1989 and worked her way up through the years.

As a Branch Chief in National Continuity Programs, she oversaw the test, training, and exercise program of the Continuity of Operations Division. Prior to her time at FEMA, Mrs. Queen worked at Blue Cross Blue Shield of Louisiana as a Medicare claims processor. 

Mrs. Queen is a graduate of Southern University in Baton Rouge, LA, where she received a Bachelor’s Degree in Business Management and a Master’s Degree in Public Administration. In May of 2007, she accomplished one of her greatest achievements when she graduated from Bowie State University in Bowie, MD with a Master’s Degree in Counseling Psychology. She is a Master Continuity Practitioner, Continuity Excellence Series Level 2. She and her family currently reside in Upper Marlboro, MD where she is active in several professional organizations.
