Christopher P. Logan

Prior to joining GPD, Mr. Logan served as senior counselor to FEMA Deputy Administrator for Protection and National Preparedness Timothy Manning. In that capacity, he was responsible for overseeing the coordination and integration of a diverse portfolio of directorates and programs, including initiatives managed by the National Preparedness Directorate, the Grant Programs Directorate, National Continuity Programs, and the Office of National Capitol Region Coordination.

Prior to joining FEMA in February 2010, Mr. Logan served as Director of the Homeland Security and Technology Division in the National Governors Association Center for Best Practices, where he managed the activities of the Governors Homeland Security Advisors Council and provided advice and guidance to governors and their staff on biosecurity, pandemic influenza preparedness, critical infrastructure protection and emergency management.

Mr. Logan has served on a number of national advisory groups and task forces, including the Emergency Management Accreditation Program Commission; the FEMA Administrator’s Credentialing Working Group; and the EMAC Advisory Task Force. He is the author or co-author of numerous articles and papers, including A Governor’s Guide to Homeland Security; A Governor’s Guide to Energy Assurance; Beyond EMAC: Legal Issues in Mutual Aid Agreements for Public Health Practice; and Establishing State Intelligence Fusion Centers. Prior to joining the National Governors Association, Mr. Logan enjoyed a successful career in journalism.

He holds a bachelor’s degree in government from the College of William and Mary in Virginia and is a graduate of the Executive Leaders Program at the Naval Postgraduate School Center for Homeland Defense and Security in Monterey, Calif.
