The FIOPs build upon the National Planning Frameworks and describe how the Federal government aligns resources and delivers core capabilities to reach the National Preparedness Goal. There is one FIOP for each of the mission areas, Prevention, Protection, Mitigation, Response, and Recovery. The FIOPs are Federal plans and they are intended to be used by the Federal government. They do not dictate the operations of any other level of government, private sector, or nonprofit entity.

FEMA is hosting a series of 60-minute informational webinars with interested stakeholders to discuss the refreshed versions of the FIOPs. These webinars look to provide information regarding changes and updates as well as to answer questions related to the FIOPs.

The updated FIOPs incorporate critical edits in the National Preparedness Goal and National Planning Frameworks, including lessons learned from real world events and continuing implementation of the National Preparedness System. The FIOPs update was a collaborative effort among interagency and whole community stakeholders, and incorporates comments from whole community stakeholders.
