In June of 2008, the 39th Services Squadron merged into the 39th Mission Support Squadron to become the first force support squadron in the United States Air Forces in Europe.

The 39th FSS provides a wide range of organizational, professional and community support to the organizations and people who live or work at Incirlik Air Base.

The manpower and personnel flight provides manpower management services to unit commanders and personnel program support for the employment of non-appropriated fund employees, civil servants and Air Force military personnel.

The sustainment services flight provides lodging, food operations, laundry services and fitness opportunities. The flight's food operations include an award winning dining facility and a consolidated club renowned for hosting the most successful Starbucks® in Turkey.

The airman and family readiness flight ensures the readiness of airmen and their families by operating a child development center, a youth center, administering a family child care program and an airman and family readiness center. The airman and family readiness center provides consultation services to unit commanders; support to those in transition due to deployment, assignment or separation; as well as counseling and education on a range of issues of concern to base community.

The force development flight provides education counseling services, manages base training, facilitates the provision of higher education opportunities on Incirlik Air Base, provides career assistance advice, and operates two schools: the first term airman center and the airman leadership school.

The community services flight offers a wide range of recreation opportunities. Services include a golf course, an outdoor recreation program, an arts and crafts center, an auto hobby shop, a bowling center, a community center, residential Internet service, and an information, tickets and tours program.

The squadron also provides a graphics design shop, an installation personnel readiness function, a mortuary, and morale and welfare funds to units. Additionally, the squadron oversees the accountability of forces temporarily deployed to the base as well as overseeing the existence and actions of private organizations on base.
