USDOT-OSDBU Mission 

The United States Department of Transportation (USDOT), Office of Small and Disadvantaged Business Utilization’s (OSDBU) mission is to ensure Small Business policies and goals of the Secretary of Transportation are implemented in a fair, efficient and effective manner. OSDBU provides technical and financial assistance, including outreach and training services to the nation’s Small Business community in order to prepare them to compete and participate in federally funded contracts.
 

Role of OSDBU Field Offices (SBTRCs)

In furthering this mission, OSDBU is home to the USDOT Small Business Transportation Resource Centers (SBTRCs), which serve as OSDBU's Field Offices located throughout the country. SBTRCs work closely with the transportation contracting community and technical assistance providers to serve businesses within the eleven SBTRCs regions located throughout the United States and its territories. Utilizing partnerships and industry expertise, SBTRCs provide business counseling that includes market research, certification, procurement and technical assistance, amongst others. SBTRCs also administer the U.S. DOT Bonding Education Program (BEP), Short Term Lending Program (STLP) and Women In Transportation Initiative (WITI).

SBTRC Services and Programs

SBTRCs provide an array of technical assistance and support services in an effort to build the capacity of Small and Disadvantaged Businesses, making the businesses more competitive when bidding on federally-funded contracts. In addition to executing the USDOT’s Bonding Education Program, Short Term Lending Program, and Women in Transportation Initiative, SBTRCs provide free business coaching, technical workshops and information on procurement opportunities to Small Businesses and Disadvantaged Business Enterprises (DBEs).
