DAU recently completed an OSD-directed study that assessed the factors affecting OSD's Obligation and Expenditure rate goals. Based on 229 survey responses representing a sampling of ACAT I's, ACAT II's, and ACAT III's, all components, and key program office personnel, as well as PEO and key Senior Pentagon Staff, DAU rank-ordered 61 separate factors. The results were briefed to the Honorable Katrina McFarland on 5 Feb 2013 along with other key Senior-level personnel at the Pentagon.
