PBL Guidebook: A Guide to Developing Performance-Based Arrangements

The Better Buying Power (BBP) 2.0 Implementation Guidance of April 24, 2013 included specific direction to “Increase effective use of Performance-Based Logistics” including the development of a PBL Guidebook to be utilized as the source (tenets, analytics, metrics, and draft RFP information) for PBL processes. Because PBL has demonstrated notable success as a tool for sustaining warfighting capability at reasonable cost, the Office of the Assistant Secretary of Defense for Logistics and Materiel Readiness, in collaboration with the Services and Defense Acquisition University, developed this PBL Guidebook to assist the defense acquisition workforce in developing effective and affordable PBL product support arrangements. This is viewed as so critical, that implementation of effective performance based product support strategies carried forward in the April 2015 Better Buying Power 3.0 initiative to continue to "ensure effective use of Performance Based Logistics."

This updated 2016 Release of the DoD PBL Guidebook was issued by the Office of the Assistant Secretary of Defense for Logistics & Materiel Readiness (ASD(L&MR)) on March 3, 2016. It is designed from front-to-back to serve as both a reference manual for experienced PBL practitioners, as well as a practical "how-to" guide for new-to-PBL logisticians. The guidebook complements Department policies and guidance while providing PBL best practices and practical examples. This PBL Guidebook is also a consolidated resource that leverages DOD instructions, other guidebooks, and the Product Support Business Model (PSBM) as an organizing construct for PBL best practices, processes and supporting documentation needed to craft effective PBL (aka performance based product support) arrangements. It also supports DoD policy outlined in the ASD (L&MR) "Performance Based Logistics Comprehensive Guidance" memorandum, dated November 22, 2013.

 The 2016 Release includes additional lessons learned and implementation guidance intended to support a Program Management Team through the development and execution of PBL arrangements. It is an update to the 2014 Release. Additions to the 2016 Release are as follows:

  • Updated Frequently Asked Questions and a review of common myths surrounding Performance Based Logistics.
  • New material addressing intellectual property issues, highlighting various strategic considerations surrounding government data rights.
  • Refined data collection phase focused on program specific insights generated through analysis.
  • Additional appendix highlighting specific considerations and steps a Program Management Team should address prior to beginning the implementation process.

 Throughout the document, key insights for success were included leveraging the experiences and lessons learned from ongoing PBL initiatives. Overall, the edits and enhancements are intended to improve the usability of the guidebook and maintain updated content for the successful implementation of PBL arrangements. To complement this 2016 Release of the PBL Guidebook, DAU has also deployed an unofficial, but comprehensive ACQuipedia article entitled “Product Support Incentives - Motivating Achievement of Desired Outcomes” on the subject incentivizing outcomes and motivating desired behaviors in support of improving performance and affordability of product support arrangements.

This guidebook is being hosted on the DoD Performance Based Logistics Community of Practice (PBL CoP) to ensure it is readily accessible to a broad, interdisciplinary team of Program Managers, Product Support Managers, Life Cycle Logisticians, Contracting Officers, Financial Managers, Systems Engineers and others with life cycle product support and sustainment responsibilities. It is intended to be used in conjunction with a range of related resources included elsewhere on this PBL CoP, and key product support policy, guidance, tools and training available on the Product Support Product Support Key References site of the DAU Logistics Community of Practice (LOG CoP).

    You are correct as far as your comment goes. However, the strategy developed by the PSM is implemented via arrangements. These may be MOU or MOAs with other government organizations or contracts with industry. PBL is:
    Programmatically:
    An outcome based support strategy that delivers integrated, affordable product support that satisfies war fighter requirements while reducing Operating and Support (O&S) costs.
    In dealing with Industry:
    Product support outcomes are acquired through performance based arrangements(contracts) that deliver Warfighter requirements and incentivize product support providers to reduce costs through innovation.
