The attached document, a case study on the Acoustic Rapid Cots Insertion/Advance Processing Build (ARCI/APB) program was prepared by Col. Mike Boudreau (USA, Ret.) of the Naval Posthgraduate School. This is a final report and publicly releasable; therefore it may be used as you deem appropriate in your course work. While the program is a Navy example, the principles discussed in the document are heavily aligned to the OSD MOSA guidance, and would apply beyond the Navy. There are lessons in sytems engineering, program management, contracting, software engineering, testing and evaluation, and life cycle management.
