All Waiver Packages: Must be submitted to AFROTC/RRUE NET 1 July and NLT 1 August each year. Many of our waivers require coordination with AFPC. This is not a quick process as there are many different sections at AFPC that need to review the waivers. Recommend that waivers are submitted as early as possible. All waivers must be approved prior to package submissions. We do not need the entire package when submitting waivers. If an applicant does not have approved waivers, their package will NOT be reviewed.
All waiver requests will require a Waiver Request Letter plus any other additional documentation below. Please ensure all scanned documents are legible.
Email all waiver documents to our organizational box at: afrotc.rrue@us.af.mil. In the subject line include first and last name, fiscal year, and type of waiver. Ensure you encrypt the email.

Applicants must review all requirements to determine eligibility for commissioning in AFI 36-2013, AFROTCI 36-2011, AFI 36-2002 and AFI 36-2005. If the disqualifying item can be waived, applicants must submit the waiver request letter along with all applicable documents below to HQ AFROTC/RRUE postmarked NET 1 July and NLT 1 August each year. Waiver request letter must be signed by the applicant and squadron commander.
Civil/Moral Offenses: Enlisted commissioning applicants are held to a higher standard, therefore:
Category 1 – 5 Offenses
Any one civil involvement or incident in a lifetime requires a waiver.
UCMJ/Article 15 Offenses
Any one civil involvement or incident constitutes a waiver submission.
(Reference, AFI 36-2002 Attachment 3 for a list of offenses). Applicants must report all involvements regardless of final disposition. When a single incident results in more than one offense, consider each charge a separate involvement. A finding of not guilty or advice by an attorney or court official to consider the record as clear does not constitute authority to omit the involvement for civil involvements. Failure to report all civil/moral involvements will result in an erroneous or fraudulent enlistment and you will be disenrolled from the program.
As a guide, consider the nature of the involvement, a total of 5 independent civil/moral involvements in a lifetime (depending on egregiousness), or 3 independent civil/moral involvements within the previous 18 months, as unacceptable for entry into AFROTC. Category 1 and 2 offenses are normally disapproved. Additionally, AFROTC will not waive a series of involvements. For example, if an applicant shows a trend of receiving speeding tickets for clearly excessive speeds that represents willful disregard for the law, entry into AFROTC would not normally be appropriate since the individual in question has not moderated their behavior after counseling. Applicants requiring a civil/moral waiver must also include the following with their Waiver Request Letter:
For each incident, submit an AFROTC Form 4 describing the incident.
For each incident, submit a copy of the AFROTC Form 14 already signed by the corroborating agency...this document is a release of information related to the incident (please include an address for the court or agency involved).
For each incident, submit copies of corroborating documents (e.g., police reports, charging documents of indictment, tickets, court record of conviction, dismissal, etc.).
SURF
In rare cases Category 2 offense of simple possession or use of marijuana may be approved. Include AF Form 2030 (check PRDA for original copy) with these waiver requests.
Note: All involvements must be listed on the AF IMT 56 when submitting the application package.
AFOQT Waivers: In some rare cases HQ AFROTC may waive a two time failure of the AFOQT in order to allow the member to test a third time. HQ Air Force ROTC will consider requests to waive failing AFOQT Verbal scores after one administration only in exceptional circumstances (i.e., in situations where the member may not have time for a re-administration before exceeding statutory age limits for commissioning). NOTE: Waivers are not guaranteed. If a waiver is granted for testing once the member has entered the program a second failure could result in disenrollment from the program and the member may not be returned to active duty.
Applicants seeking AFOQT waivers must include the following documentation with their Waiver Request Letter:
Copies of transcripts from all colleges attended (Including CCAF).
Approved AFROTC Form 48, Academic Plan, signed by both school and detachment officials.
Copies of any previous AFOQT test results.
Age Waivers (POC-ERP ONLY): IAW AFROTCI 36-2011, 4.4.5.1. and Figure 4.1, Non-rated cadets must commission by age 30 (up to age 35 with waiver).

Time on Station Waivers: IAW AFI 36-2110, paragraph 2.25.3. and AFI 36-2013, Table 1.1, Rule 9, All time on station waivers must be requested by a general or flag officer or equivalent Federal civilian grade, or a colonel in a wing commander position or equivalent. For most individuals, this will be their Wing/CC. All waivers must be approved prior to submitting a package for a commissioning program.

DEROS Waivers: IAW AFI 36-2013, Table 1.1. Rule 6, Has served less than half of an overseas tour (a month prior to class start date). Rule 7 has not applied before the 25th day of the 8th month before DEROS. All waivers must be approved prior to submitting a package for a commissioning program. Rule 7 applies only to personnel serving at overseas long tour locations. A long tour location is defined as a location where an accompanied tour is authorized and the unaccompanied tour length is 18 months or more.

DEROS Extension: For individuals at an OCONUS location, IAW AFI 36-2013, Table 1.1, Rule 7, Airmen may voluntarily request an extension of their overseas tour to become eligible for consideration under this rule.

Assignment Limitation and Assignment Availability Code (AAC) Waiver: IAW AFI 36-2013, Table 1.1, Rule 4 for Assignment and AFI 36-2110 paragraph 2.15 for AAC, the applicant may not apply if the applicant has been selected for an assignment, however, an applicant may request an assignment waiver which, if approved, will defer the applicants report no later than date until after the board release. If the waiver is approved, the applicant is then eligible to apply for the program. If the applicant is selected, the assignment will be cancelled. If the applicant is not selected, the applicant will proceed to their next duty assignment. For AAC/ALC other than code 05, applicant must submit a waiver if they have an assignment code on their SURF (i.e. AAC/ALC 36, 44, 30, O, etc).

PRP Waiver: IAW AFROTCI 36-2011, Chapter 12, individuals selected might end up in career fields that require a PRP certification.

Your waiver request letter must have a detailed account of decertification/disqualification.
IEB/SRB Waiver: IAW AFI 36-2606, 4.4, the applicant may not apply if the applicant has received an IEB/SRB within the present enlistment and has not served at least half of the term of enlistment. Applicants must complete at least half of the current enlistment to be eligible to apply for an IEB/SRB waiver. Meeting this eligibility requirement does not, however, result in automatic approval of a waiver. In all cases, the best interest and needs of the Air Force are given priority over the applicant’s personal desires.

AFROTC Form 4- Submit an AFROTC Form 4 describing the incident. Applicant must have personnel within their chain of command or education office witness them write the statement and sign bottom of AFROTC Form 4. Personnel within applicant's chain of command or education office that witnessed the written statement signs as the certifying officer.

DD Form 785 Waiver: Applicants who have been disenrolled for officer candidate-type training must submit a waiver request. You must submit a waiver request letter signed by you and your squadron commander to HQ AFROTC/RRUE.
