Better tools are needed to manage regional dynamics, not just as economic systems or static inventories of resources, but as complex systems that are part of regional and global networks. To address this need, engineers at the ERDC Construction Engineering Research Laboratory (CERL) developed the Landuse Evolution and Impact Assessment Model (LEAM).

LEAM is a process of modeling, visualizing and testing the impacts of land-use policy decisions. Through dynamic spatial modeling and a web-based interface, LEAM simulates land-use change across space and time--providing a basis for discussion to help improve a community’s ability to make ecologically and economically sound decisions.
