Range Control Facility

The Range Control Facility (RCF) is open 24 hours a day, 7 days a week, if training is scheduled. All personnel entering the MCB Quantico Training Area complex must contact the RCF. The RCF's call sign is "RANGE CONTROL".


BEFORE TRAINING

VERIFYING ROIC/RSO CERTIFICATION STATUS

Prior to day of training contact scheduling section @ (703) 784-5502/5507 to ensure the following information pertaining to your ROIC/RSO information is published and correct in the Range Facility Management Support System (RFMSS):

  • First / Last name spelled correctly
  • Cert dates current and correct
  • Point of Contact (POC) cell phone number is correct

CHECK-IN PROCEDURES

In order to properly gain access to the Ranges and Training Area (RTA), the following steps must be completed:

  1. Radio communications with the RCF requesting permission to occupy the area
  2. Provide the ROIC/RSO last and first name
  3. Provide number of personnel training, number of vehicles, cell phone number and the Department of Defense Identification Code (DODIC) / Ammunition being fired
    • If multiple training areas are scheduled you must identify which areas personnel are occupying
  4. Live-fire ranges must state the following: "Corpsman present--Safety vehicle present--Left and right lateral limit signs visible and valid--Range flag is posted--I have read, understand and will comply with the six reporting requirements provided."

SAME DAY REQUEST PROCEDURES

  • All same day requests must be coordinated with the RCF
  • All same day requests must be submitted through RFMSS
  • Unit will not enter the training area until the same day request is approved in RFMSS by the RCF

DURING TRAINING

COMMUNICATIONS

  1. Ground:
    • Telephone - (703) 784-5321 or (703) 784-5322
    • Enterprise Land Mobile Radio (ELMR) - Range Safety Talk Group
  2. Air:
    • Radio - UHF Amplitude Modulation (AM) 323.7
    • Radio - VHF not available at this time

When entering the MCB Quantico training area all users must comply with the following communication requirements:

  • All training units must have 2 forms of approved communications
  • Primary - Enterprise Land Mobile Radio (ELMR), range safety talk group
  • Secondary - cell phone

All approved communications gear must be monitored at all times and instant response is required. If, at any time, the primary means of communication is lost, the unit must go into an immediate check-fire and contact the RCF.

RADIO CHECKS

  • Live-fire ranges must conduct radio checks every 30 minutes.
  • Non live-fire ranges must conduct radio checks every 3 hours.
  • Contractors and maintenance personnel must conduct radio/cell phone checks every 3 hours.

LOST PERSONNEL

At the time it is determined that a person(s) is missing, ROIC/RSO must immediately contact the RCF and provide the following information:

  1. Name
  2. Description of person(s)
  3. Gear worn
  4. Time last seen
  5. Last known location

The ROIC reporting the lost personnel will be the search commander but may request for support from Director of Base Operations via Range Management Branch.

MEDEVACs IN THE RTA

All MEDEVACs from the RTA will be coordinated through the RCF. MEDEVAC classification information can be found in the document below:

FIRES IN THE RTA (REPORTING)

When a fire starts in the RTA, the unit must place themselves into an immediate check-fire and contact the RCF. When in fire danger classification III, IV or V, using unit will ensure they check-out firefighting gear from scheduling before entering the RTA. At no time will any personnel enter any dudded impact area without Explosive Ordnance Disposal (EOD) escort.


AFTER TRAINING

POST INSPECTION REQUIREMENTS

All units must incorporate adequate post inspection times into their training plan. All post inspection must be conducted during daylight. Upon completion of post inspection, ROIC/RSO must call the RCF with the following information:

  • Number of personnel trained
  • Number of vehicles in support
  • Amount of ammunition fired by DODIC
