Acquisition Process

Three processes cooperate to deliver capabilities needed by warfighters: the requirements process (JCIDS); the acquisition process (DAS); and the program and budget development process (PPBE). Includes links to DoD and Service policies, guidance, tools, and resources:

Policy

Encyclopedic source of acquisition policy that follows a hierarchy of policy issuance (i.e., executive, legislative, federal, etc.) and filtered according to organization, career field, and special topics.

of Practice

Training and
Continuous Learning

Competencies and Competence

Several months back, I shared some thoughts on the topic of “Vital Competencies” as they relate to the Life Cycle Logistics workforce. In that blog post, I shared five particular competencies that had been identified back in the year 2000 that not surprisingly are still relevant and just as important considerations nearly a decade and a half later. They included:

 

·         Understand the use of modeling and simulation (M&S) across the total life cycle of a system.

·         Know and understand open architecture discipline, tools, and methods and ability to apply to service interoperability

·         Analyze market research/customer requirements/sourcing strategies to synthesize best value solutions.

·         Develop performance-based work statements or statements of objectives.

·         Know and understand components of total ownership cost.

 

However, clearly there must be – and indeed are -- many others. Fast forward to today. Do you ever wonder why DAU teaches what it does in our DAWIA certification courses? Are you curious where the DAWIA certification training requirements actually come from, or what they are based upon? Do you ever wonder what competencies you should possess in order to be a successful and well-rounded Life Cycle Logistician? Do you ever ask yourself where you can find them if I wanted to know more? Or where they came from, and who approved them? Well wonder no more.

 

DAU learning assets are developed upon the foundation of validated and approved functional career field competency sets. Those competencies inform the development, updates, and content of the training courses each career field workforce members must take for DAWIA certification, as well as the myriad of other continuous learning modules and web-based knowledge sharing resources such as the Logistics Community of Practice (LOG CoP) and Performance Based Logistics Community of Practice (PBL CoP) offered by DAU. The current Life Cycle Logistics competency set was validated by the Logistics Functional Integrated Process Team (LOG FIPT) in 2011, and approved a year later by the DoD Life Cycle Logistics Functional Leader. These competencies will also serve as the foundation for planned implementation initiatives in support of the Better Buying Power 2.0 focus area to improve the professionalism of the total acquisition workforce.

           

In other words, competencies are the foundation of DAU training. They serve as the basis for each of our own professional development as highly skilled Life Cycle Logisticians and Product Support Managers (PSM). Indeed, a competent, well trained, professional workforce is not only important, but serves as a crticial, if not essential component of the successful execution of our mission.
